Africa-Press – Angola. The president of the National Electoral Commission, Manuel Pereira da Silva, handed over, Wednesday, to the representatives of the political formations, competing in the General Elections of 24 August, the credentials for the list delegates. The ceremony took place at the CNE headquarters building.

A total of 276,641 credentials were delivered. Each political formation received the total number of credentials in proportion to the number of delegates registered. The MPLA received 52,517 credentials, UNITA 51,620, CASA-CE 33,22, PRS 29,534, FNLA 34, 331, PHA 28,580, P-NJANGO 16, 868 and APN 29,970.

CNE spokesman Lucas Quilundo said that the number of credentials delivered is proportional to the number of list delegates registered by political formations, between effectives and substitutes. He referred that the act carried out yesterday marks an important step in the process of preparing for the General Elections of August 24th.

“This act is symbolic, but quite representative of the credentials of the list delegates of the candidates for the elections”, he said, explaining that the list delegates are electoral agents, although they are not part of the polling station.

“However, they have a responsibility within the framework of the process, insofar as they are the ones who will supervise the entire process until the closing, the counting of votes, the preparation of minutes, presentation of possible complaints, as well as the signing of the minutes and the right to have access to a copy of them.” Lucas Quilundo appealed to voters not to join the “voted, stayed” movement, as it violates the law. “The law clearly states that after voting, voters must leave the polling station,” he said.

The representatives of the political formations, present at the act, recognized the work of the CNE, for the early delivery of the credentials of the list delegates.

List Delegates Are Already Accredited

The Provincial Electoral Commission of Cabinda proceeded, on Wednesday, to the official delivery of credentials to the parties competing in the General Elections of the 24th of August, for the delegates of lists.

The symbolic act of handing over the credentials took place at the institution’s premises, in the Buco Ngoyo neighborhood, and was presided over by the president of the Provincial Electoral Commission João Cardoso Mandafama.

Of the universe of 8 political parties competing in the General Elections whose list delegates should, in principle, receive the aforementioned documentation (credential), only six political formations received, namely the MPLA, PRS, FNLA, P-NJANGO, PHA and APN.

The UNITA and CASA-CE parties were not accredited, all because, according to the president of the Provincial Electoral Commission João Cardoso Mandafama, the UNITA party has not yet appointed another representative to replace the previous one that, by decision of the plenary of the Provincial Electoral Commission, had been prohibited from accessing to the institution’s premises, for having repeatedly infringed the CNE regulations, especially with regard to not displaying party clothing in that precinct.

This behavior cost him punishment. As for CASA-CE, which also did not receive the credential, the president of the Provincial Electoral Commission claimed that the fact happened because this Electoral Coalition did not deliver back to the Municipal Electoral Commission of Belize the tablet received to serve as support in the process of registration of list delegates.

All of this, according to the same source, made it impossible for the CPE, on the one hand, to issue the credential for lack of real information and, as a gesture of punishment for the fact that CASA-CE had appropriated the CNE’s equipment.

The spokesman for the Provincial Electoral Commission, Mangovo Tomé, highlighted the importance of the act of accrediting delegates from political party lists, stressing that the fact represents another step towards the organization and holding of the General Elections.

Meanwhile, the second and final phase of training polling station members is taking place across the entire length of Cabinda province, which on 24 August will guide voters on how to vote.

At this stage, the Cabinda Provincial Electoral Commission is training more than 1,000 members after more than 800 citizens were trained last week.

According to the established goals, the CPE must train more than two thousand members for this endeavor, with content based on electoral legislation, in a 5-day marathon. In Cabinda, there will be 270 polling stations and 630 polling stations, in a universe of more than 300 thousand voters.
