The Luanda Provincial Electoral Commission is paying, on a timely basis, the subsidies intended for electoral civic education agents and the values of the service provision contracts with the managing body of the elections, assured, this Thursday (11), to the press, the president of the CPL, Afonso Ngongo.
Contrary to previous years in which there were complaints from electoral agents for non-payment of subsidies for services provided to the CNE, the Luanda Provincial Electoral Commission chose, this time, to make the punctual payment of subsidies, explained Afonso Ngongo.
“We are currently paying the second tranche of the civic education agents’ subsidy and we believe that we will do so with all service providers to the Electoral Commission, trainers and members of Polling Stations and I also refer to service providers to Luanda Provincial Commission”, he said. Afonso Ngongo said that the list delegates are the responsibility of the political formations competing in the elections that appoint them.
“Although they are people who will supervise the acts at the polling stations, they are not electoral agents”, he said, stressing that their rights and duties are defined in the Law. “We are responsible for the so-called electoral agents and to these, in terms of payments, there are no constraints, we are paying promptly and effectively, through the conclusion of a contract”, he said.
The president of the Provincial Electoral Commission informed that contrary to what happened in previous elections, as a result of the amendment to the Law, this year there will be only four members at each polling station, namely, the president, the secretary and two tellers.
Afonso Ngongo said that the members of the polling stations will also be paid punctually, with the value of 40,000.00 for the president, 35,000.00 for the secretary, and 30,000.00 for the tellers.
“This amount is uniform for all members of the Polling Stations. For the chairman of the polling station number 1, who is automatically the president of the Assembly, who has greater responsibilities, there is an increase…40,000.00”, he said.
The electoral civic education campaign, he said, is running smoothly and the record is positive. She praised the role of electoral agents who have been tireless in conveying the message about the elections to voting citizens.
Accreditation Of Delegates
The president of Luanda’s Provincial Electoral Commission yesterday symbolically handed over the credentials to delegates on the list of political formations competing for the elections in the municipality of Tatalatona. Afonso Ngongo said that the delivery of credentials to delegates took place simultaneously in all municipalities in Luanda. “We have already accredited more than 80 thousand delegates on the list, with special emphasis on the MPLA and UNITA parties were the ones that most accredited, compared to other political forces also competing”, he said, stressing that credentials of the effective and alternate delegates were delivered.
The president of the Provincial Electoral Commission stressed that it is the first time that Luanda has registered a high number of delegates who intend to supervise the elections. Afonso Ngongo informed that the Luanda Provincial Electoral Commission is distributing and placing material for the operation of polling stations, namely tents, tables and chairs.
“In all the places where the polling stations will work, we already have the necessary material and we are only waiting for the sensitive material”, he said, clarifying that the sensitive material consists of the Voting Ballot, the electoral rolls, indelible inks, stamps and The president of the Provincial Electoral Commission said that logistics are effectively guaranteed and that there is no difficulty in making them available to polling station members on the 24th. “We are planning logistics for a maximum of two days” , said.
