Africa-Press – Angola. The Speaker of the National Assembly, Carolina Cerqueira, pointed out, in Luanda, the approval of the General State Budget (OGE) and the conclusion of the Municipal Legislative Package as the main goals to be achieved throughout the parliamentary year 2022-2023.
The biggest challenge of the first legislative session will be the approval of the General State Budget (OGE), the main instrument for the fulfillment of electoral promises”, said Carolina Cerqueira, at the Solemn Plenary Opening of the 1st Legislative Session of the Fifth Legislature, marked by the message about the State of the Nation, given by the President of the Republic, João Lourenço.
“In its approach, we will certainly be faced with different options, but we cannot forget that our commitment is to people and their social well-being, transparency and ethics in the management of public affairs”, he stressed.
The President of the National Assembly also considered it essential to finalize the process of institutionalization of municipalities, stressing that it is “a fundamental issue in the development of societies”.
Carolina Cerqueira stated that its institutionalization will allow for better care and zeal for the public good, above all, greater proximity between rulers and ruled.
He asked the deputies to pay special attention to the approval of the Organic Statute of the National Assembly, as well as to implement the State Protocol Law and the National Languages Law, “which translated into recognition of the rich material and immaterial, cultural and social heritage that characterizes the country”.
The leader of the Parliament informed that in this Legislature the political parties will have to undertake new dynamics for the development of the parliamentary activity, among which the accomplishment of studies of economic and social impact of the legislative action in the life of the citizens.
He noted that the mission of the deputies, regardless of the party colors they represent, is to tirelessly contribute to the development and well-being of Angolans and the achievement of major goals in favor of national development and the improvement of the population’s living conditions.
Domestic violence
During her speech, Carolina Cerqueira challenged the deputies to present legislative initiatives that aggravate the penal framework contained in Law 25/11 of 14 July (Law against Domestic Violence), in order to be in line with the recommendation of the Interparliamentary Union world.
“All legislators have a responsibility to look carefully at the phenomena of violence against minors, especially in cases of domestic violence”, declared the parliamentary leader, who defended effective collaboration with churches, community groups, public and private institutions, for harmonious social coexistence.
Order in debates
Carolina Cerqueira called for an orderly parliamentary debate in the hemicycle, with respect for the elementary rules: “This is our home and it is here that we have the duty to bring the debates, honoring our commitment to social peace and democracy”.
The president of the National Assembly said that, once the electoral process is over, it is time to promote political rights and institutional stability and avoid populism.
He said it was necessary to cultivate a relationship of harmony and mutual respect for constitutional rules and democratic principles, making dialogue prevail so that communication can contribute positively to the search for consensus.
Carolina Cerqueira highlighted the fact that the deputies face a complex and challenging parliamentary year, in a context of recovery from the economic, social and human adversities caused by the Covid-19 pandemic crisis, which delayed the development of economies worldwide.
