Africa-Press – Angola. In the opinion of the jurist, most Angolan citizens do not know the role of the Ombudsman’s Office and, consequently, its action in the defense of people’s rights.
Within the framework of its activities, the Ombudsman’s Office is an institution that links the citizen to the bodies and agents of the Public Administration, having no decision-making power.
It acts in the defense and promotion of the rights, freedoms, guarantees and legitimate interests of citizens, as well as ensuring, through informal means, the justice and legality of the exercise of public powers.
The jurist Hélder Fula, who spoke about the “Importance of the Ombudsman’s Office in the Angolan legal system”, said that the fact that the institution’s action is not binding weakens it.
He also defended that the Ombudsman’s services be more publicized in the media. Data from the institution, referring to the year 2021, indicate that 800 complaints were registered regarding procedural delays in the courts and land conflicts.
The institution, according to the data, also received complaints related to public tenders and labor disputes. As part of its mission, still in 2021, the institution registered 719 new cases, of which 289 were received in physical support, through the Office of the Ombudsman.
Of that number, 185 cases resulted from complaints made via the Ombudsman’s website (www.provedordejustica.ao). Of the 719 court cases registered, 668 were instructed or intervened, representing 92.9% of the total, with others on various matters being forwarded to the Attorney General’s Office and the Angolan Bar Association.
The data indicate that the increase in the efficiency of the procedural instruction allowed the Ombudsman to reduce the volume of cases carried over from 358, in 2020, to 51, in 2021.
It underlines that in 2021 some cases were filed. The main causes for the dismissal of complaints are the lack of competence of the Ombudsman, the lack of foundation or the absence of sufficient elements for any procedure to be adopted and cases in which the illegality or injustices invoked have already been remedied.
