Africa-Press – Angola. The Regulatory Institute for Construction and Public Works (IRCOP) transferred powers over the process of granting some qualifying titles to provincial governments and municipal administrations.
With the transfer of these powers, municipal administrations will grant registration titles and 1st and 2nd class permits and provincial governments, 3rd and 4th class permits, as provided for in article 4. of the “Regime for the exercise of activities in civil construction and public works, works projects and supervision of works”.
A press note states that these acts fall within the scope of the State Reform, Modernization and Debureaucratization Program (PMD) and are in line with the objectives of the “Memorandum on the administrative simplification strategy of central public administration in Angola”.
The Regulatory Institute for Construction and Public Works is an entity attached to the Ministry of Public Works and Land Planning (MINOPOT). It is the auxiliary body of the holder of the Executive Power, which is responsible for proposing the formulation of policies, executing and controlling the Executive’s programs and projects in the areas of its activity.
