Africa-Press – Angola. The National Public Procurement Service (SNCP) intends to strengthen its bases for the reinforcement of the country’s public procurement system, in line with the Government’s commitment to improving the Public Finance Management (PFM) system, said yesterday the managing director, Lígia Vunge.

This claim, justified the manager, is part of the Government’s commitment to improve the Public Finance Management system, as has been happening since 2010, through the enactment of laws and regulations on public procurement in 2010, 2016 and 2020, with the “Public Procurement Law” (Law No. 41/20, of December 23).

Lígia Vunge, who spoke these words at the opening of the “Methodological national meeting with the Public Contracting Units (UCP)”, said that the aim of the forum was to strengthen professional ties and create greater proximity between the UCP and the SNCP.

According to the person in charge, the meeting is also a means of showing how essential the UCP have been for improving the performance of National Public Procurement.

“Public procurement is increasingly unavoidable for proper modern governance and for us to be able to share ideas and, above all, solutions to, therefore, continue the continuous improvement of this sector of extreme importance in the management of public finances”, underlined the general director of the SNCP.

With the creation of the UCPs in 2018, according to the director, they have been trying to make them effective and methodologically guide their activities, namely in identifying and planning needs, preparing procedural documents, monitoring the execution of contracts.

The Public Procurement Units are entities responsible for conducting public procurement procedures, legally created in 2018 (Presidential Decree No. 88/18, of April 6). Such structures exist at provincial and municipal level.

The SNCP is an institution attached to the Ministry of Finance.

The national methodological meeting with the Public Procurement Units (UCP), opened this morning and which took place at the National School of Public Policy (ENAPP), brings together managers and technicians from the areas of public procurement.

The event also served to address issues related to the new law on “Procedure for the Collection and Destination of Fines for Infractions Committed in the Domain of Formation and Execution of Contracts (Presidential Decree 77/23, 20th of March).
