Economic team approves plan to improve the business environment

Africa-Press – Angola. The Economic Commission of the Council of Ministers approved this Tuesday, in Luanda, the plan to improve the business environment for 2023-2024.

The document, approved in a session led by the President of the Republic, João Lourenço, contains the fundamental activities to be developed, the milestones to be achieved, entities responsible for their execution, deadlines and priority levels.

According to the communiqué of the meeting, distributed to the press, within the scope of the initiative, the Executive intends to continue to improve the business environment for Angolan companies, through the improvement of their efficiency.

The initiative also aims to reduce the number and duration of procedures for setting up companies and the respective costs and the quality of regulations linked to the application of clear and transparent measures.

It also aims to protect property rights and the environment, guarantee the safety of the population, implement and use electronic platforms and promote the sharing of information between government entities.

It establishes 11 areas of intervention, specifically obtaining credit, minority investors, international trade, executing contracts, resolving insolvency, opening companies, licensing, registering property, obtaining electricity, paying taxes and cross-cutting activities.

Financial management

Within the scope of public finance management, the economic team approved the Annual Debt Plan for the year 2023.

The aforementioned document materializes the financing strategy, within the scope of the State Budget execution process, taking into account the internal and external sources of financing and considering a level of indebtedness within sustainable limits.

In the same context, approval was given to the Financial Programming of the National Treasury for the second quarter of 2023, which contains projections of inflows and outflows of financial resources in the period in question.

The document also contains revenue assumptions, operations with a direct and indirect impact on treasury, as well as financial operations and an approach to the risks involved in their execution.

long term strategy

The Economic Commission considered for submission to public consultation the Long Term Strategy – Angola 2050, a fundamental instrument of the National Planning System.

The strategy is a development program that represents a significant paradigm shift in relation to the Long-Term Strategy-Angola 2025, whose replacement is justified by the changes registered in the internal and external contexts, initiated in 2008.

The project was deepened from 2014 onwards, after the sudden drop in the price of oil, which forced it to be evaluated mid-way through.

Gross Domestic Product

Members of the economic team were informed about the evolution of the Gross Domestic Product (GDP) for the fourth quarter of 2022, a document that assesses the behavior of the aforementioned economic indicator during the period.

Essentially, despite the poor performance of the oil sector, including gas, its performance confirms the consolidation of the recovery in economic activity, determined by the positive dynamics of the non-oil sector, a fact that is reflected in the increase in national production levels.
