Africa-Press – Angola. The book “Privatizações em Angola”, by university lecturer Mateus Vunge, arrived this Friday, for the first time, in the hands of readers in Benguela province, in an autograph sale and signing session.
Privatizations in Angola – “The paradigm of public companies and perspectives of public services” – the original title – was published in November 2022, in the province of Malanje, by Editora Ésobrenós.
Six months later, the work is now available to Benguela readers from various walks of life.
With 133 pages and four chapters, namely Privatizations (I), Public Business Sector (SEP/II), Process of privatization of public companies (III) and Privatization of public services – context and perspectives (IV), the book is the second of Mateus Vunge, graduated in Management and Public Administration and Master in Business Sciences.
Students of social sciences, namely Management, Economics and Accounting are the target audience of this work, which deals with the economic aspect of the privatization of public companies in the country, focusing on the Privatization Program of the Angolan Government, called PROPRIV (2019- 2022).
On the occasion, the author also made available to readers, in Benguela, his first work, entitled “How to manage the salary and create a small business”, which talks about financial education and entrepreneurship for employees and entrepreneurs.
In this regard, university professor Mateus Vunge stressed that the book also looks at perspectives on the institutionalization of local authorities in Angola, taking into account the process of transferring a public good to the private sector.
Speaking to press in Largo da Peça, in the city of Benguela, which hosted the sale and autograph signing session for the two books, the academic maintains that the economy sector must be regulated and that the less State intervention, the better will be for the market.
As for PROPRIV, the Master in Business Sciences recalls that it is not the first time that privatization has been discussed in Angola, but this time, as he noted, the process is more open, as there is no direct adjudication.
“The State does not decide who the company will stay with, but through a public tender where every citizen or business group can compete”, he stressed.
As we are in a market economy, the author believes that this privatization process is the most correct and also accounts for another positive aspect of PROPRIV, which is the available information, allowing any interested citizen to follow the price at which a State asset is being alienated.
For him, many times, some public companies show negative results, for three or four years in a row, hence the need for their privatization.
Indeed, Mateus Vunge, citing data from the Institute for the Management of State Assets and Shareholdings (IGAPE), highlighted that, since the launch of PROPRIV, in 2019, 93 State assets have been privatized so far, which resulted in an inflow of more than 600 billion kwanzas for the treasury.
About the work on financial education, Mateus Vunge guarantees that it brings specific tools to help people manage their salary better and also encourage those who want to embrace entrepreneurship and get around the difficulties of everyday life.
