Diversification of the economy boosts cooperation with Italy

Africa-Press – Angola. The Angolan government’s commitment to diversifying the economy has been an opportunity to increase Italy’s cooperation with Angola in sectors such as Agriculture and Fisheries, Mineral Resources, Oil and Gas.

The list of sectors also includes Commerce and Industry, Energy and Water, Transport, National Defense and Veterans of the Homeland, Interior, Culture, Tourism and Environment, according to data from the Angolan authorities.

As for the structure of exports from Angola to the European country by product group, according to the Ministry of Industry and Commerce of Angola, mineral fuels, mineral oils and products from their distillation predominate.

Among the goods exported to Italy by Angola are also salt, sulphur, earth and stones, plaster, lime, cement, wood, charcoal and wooden works.

Conversely, Angola’s imports from Italy consist of boilers, machinery, mechanical apparatus and instruments, as well as cast iron, iron/steel, aircraft, optical instruments and apparatus, cinematography and cast iron.

In 2020, Angola imported goods from Italy worth USD 74,015,943.43 and exported goods to Italy worth USD 276,575,539.12.

In 2021, Angola imported goods from Italy worth USD 141,373,011.86 and exported USD 857,007,261.90.

In 2022, imports from Angola totaled 344,417,449.27 USD and exported goods worth 1,654,469,777.75 USD in the same period.

Over 95 percent of goods exported to Italy concern mineral fuels, mineral oils and their distillation products, bituminous materials and mineral waxes.

The two countries hope to increase cooperation in the fields of Mining, Public Administration, Work and Social Security, Fisheries and Marine Resources, Agriculture and Forestry, Public Works, Urbanism and Housing, Energy and Water, as well as Trade and Industry.

Legal framework for cooperation with Italy

Under the existing General Agreement between Angola and Italy, several legal instruments have already been signed, negotiated and others are under negotiation.

Among the legal instruments signed, the following stand out:

– Agreement on Air Transport, 10 April 1976.

– Financial Protocol for the Execution of a “Commodity Aid” Program to support the National Reconstruction Programme, 10 July 1977. –

Technical Cooperation Agreement between the Government of the then People’s Republic of Angola and the Government of the Italian Republic, signed in Luanda on the 3rd of August 1977.

– Memorandum of Intent for the creation of the Joint Angola/Italy Commission, signed in Luanda on the 3rd of August 1977.

– Protocol on the Agricultural Development of the Green Belt of Luanda, 22nd of June 1986.

– Agreement for the Management of Counterpart Funds, December 9, 1996.

– Agreement between the Governments of Angola and Italy on the Reciprocal Promotion and Protection of Investments, signed in Rome on July 10, 1997.

– Agreement for the Cooperation Program for the Development of “Food Security and Assistance to the Displaced Population and Victims of War”, November 16, 2000. –

Cultural, Scientific and Technological Cooperation Agreement, July 15, 2002.

– Credit Agreement, signed between both Governments and approved by the Council of Ministers, in 2007.

– Cooperation Agreement between the Ministry of Health and the ENI Foundation, 14 July 2009.

– Regional Cooperation Agreement between the province of Huíla and the Region of Abruzzo in the Italian Republic, 20 August 2010.

– First Executive Program of Cultural, Scientific and Technological Cooperation for 2012-2016, 20 June 2012.

– Cooperation Agreement on Security and Public Order, 19 April 2012.

– Agreement on Visa Exemption in Diplomatic and Service Passports, 12 July 2013.

– Cooperation Agreement in the field of Defense between the Government of the Republic of Angola and the Government of the Italian Republic, 19 November 2013.

– Memorandum of Understanding on Cooperation in the Field of Agriculture between the Ministry of Agriculture of Angola and the Ministry of Agricultural and Forestry Policies of Italy, 15 July 2015. –

– Memorandum of Understanding between the Ministry of Natural Resources, Oil and Gas of Angola and the Ministry of Economic Development of Italy.

– Memorandum of Understanding in the field of Transport between Angola and Italy.

– Agreement on Air Transport Services between the Governments of Angola and Italy.

Italy was the first Western country to recognize Angola’s independence, on February 18, 1976.
