Africa-Press – Angola. The proposal for a law granting authorization to the President of the Republic, João Lourenço, as holder of the Executive Power, to legislate on the Legal Regime of Transit Activity, was appreciated in an extraordinary session of the Council of Ministers (CM), held this Monday fair in Luanda.

The aforementioned proposal, which goes to the National Assembly, aims to adjust the legal framework for the exercise of this activity, according to the final communiqué of the meeting, held under the guidance of the Angolan Head of State, João Lourenço.

The diploma aims to define the most appropriate criteria for access and the norms for the development of the freight forwarding activity, the reinforcement of the powers of regulation, supervision and inspection by the State Administration, as well as its adjustment to the current macroeconomic context and the objectives of Public Administration Reform.

Kwenda Program

In the session, the Council of Ministers was informed about the state of implementation of the “Kwenda” Social Protection Strengthening Programme, whose main objective is to help establish an effective National Social Protection System, in the short and medium term, through the implementation of measures of poverty alleviation, embodied in the increase of the families’ purchasing and financial capacity.

The Program has funding of US$420 million, of which US$320 million comes from World Bank credit and US$100 million from the Government of Angola, and is expected to benefit 1,608,000 (one million, six hundred and eight thousand) households.

The project is implemented in four components, the first of which refers to Social Monetary Transfers; the second to Productive Inclusion; the third to the Municipalization of Social Action; and the fourth to the Single Social Register.

The Council of Ministers found that the regular and predictable receipt of monetary amounts by beneficiaries, since 2020, has been a reason for satisfaction, insofar as it allows them to meet basic and immediate needs, from food consumption, health expenses and education of children, to investments in goods and agricultural production.

Since its implementation, the Program has already benefited, with payments, 610,382 (six hundred and ten thousand, three hundred and eighty-two) households in an extremely vulnerable situation.

It integrated, directly, 16,924 (sixteen thousand, nine hundred and twenty-four) families and, indirectly, 84,620 (eighty-four thousand, six hundred and twenty) in income generation activities, having covered up to date 61 (sixty-one ) municipalities, 214 (two hundred and fourteen) communes and 9,397 (nine thousand, three hundred and ninety-seven) neighborhoods/villages, in the 18 (eighteen) provinces of the country.
