Africa-Press – Angola. Twenty guarantee judges are needed in Zaire province to respond to the procedural demand, said this Monday in Mbanza Kongo, the presiding judge of the District Court of Mbanza Kongo, Alberto da Silva Coxe.
The judicial magistrate said that the region has only five guarantee judges, three in Mbanza Kongo and two in Soyo municipality.
Missing, according to the president of the District Court of Mbanza Kongo, are the municipalities of Cuimba, Nóqui, Tomboco and Nzeto.
“We have reported our needs to the central structures of the Superior Council of the Judiciary and I believe that, in due course, we will have a positive response”, he said.
Subdivided into six municipalities, 25 communes and 711 villages, the province of Zaire currently has an estimated population of over 500,000 inhabitants.
The judge of the District Court of Mbanza Kongo was speaking on the sidelines of the Conference on “The figure of the guarantee judge and his functional relationship with the criminal police bodies in guaranteeing the rights of citizens”.
The event was promoted by the Delegation of the Ministry of Justice and Human Rights, and aimed at members of the different bodies that make up the sector, judges, academics, representatives of the Angolan Armed Forces (FAA), civil society, among others.
At the opening ceremony, the provincial governor of Zaire, Adriano Mendes de Carvalho, said that the guarantor judge, a recent consecration in the Angolan legal system, comes within the scope of the reforms underway in the country and in the State apparatus.
According to the governor, this new figure came to fill a gap that existed in the Angolan legal system and adapts to the current political, economic, social and cultural context of the country.
According to Adriano Mendes de Carvalho, the guarantee judge will, as of this month, cohabit with the magistrates of the Public Prosecutor’s Office, so that together they can supervise and guarantee the safeguarding of the fundamental rights of citizens.
He advocated the realization of equal justice for all, which does not distinguish citizens according to their social or economic condition.
The governor of Zaire once again appealed to the administration of justice in the region to redouble their efforts in combating fuel smuggling into the Democratic Republic of Congo (DRC).
The conference will be attended by the senior member of the Superior Council for the Judiciary, Carlos Alberto Cavuquila.
The guarantee judge has the task of supervising the guarantees of citizens in the preparatory instruction phase, within the scope of criminal proceedings.
