Africa-Press – Angola. The project for directed self-construction that presents the main lines of actions to be carried out in the five-year period 2023-2027, aimed at national citizens, was approved this Tuesday, in Luanda, during the 4th Ordinary Session of the Economic Commission of the Council of Ministers, guided by the President of the Republic, João Lourenço.

The project, according to the final communiqué distributed to the press, constitutes a mechanism for the execution of public policies in the field of land management and housing construction, as structuring foundations of sectoral policies regarding the right to decent housing, quality of life and dignity human.

With the approval of the project, the Executive intends to promote the distribution of four (4) million lots by 2050, with the aim of mitigating the housing deficit through the promotion of territorial planning instruments and the distribution of various types of land lots for housing solutions, with legal security of ownership.

The measure aims to create conditions that serve as guidelines for the construction of a housing model of a social nature, with easy, quick and low-cost implementation and application.

It also aims to appeal to commercial banks, in order to consider the use of legal land tenure titles to obtain financing and stop the proliferation of informal settlements.

National Employment Fund

In this 4th Session, the Government’s economic team approved the creation of the National Employment Fund of Angola (FUNEA), an instrument that aims to guarantee the financial resources necessary for the promotion of public and private initiatives that will allow the insertion of newly formed and unemployed people in the labor market of work.

FUNEA’s purpose is to contribute to the promotion of employment, by mitigating distortions in the labor market, financing, among other initiatives.

It also aims at granting incentives, on a non-refundable basis, to young people who attend professional training courses or actions, financing projects by entities of the National System of Professional Training and Technical Professional Education, the promotion of reimbursable financing for micro and small companies, the support for employment and self-employment, through lines of credit with financial institutions and autonomous public bodies.

Financing of initiatives with the aim of providing young people with specific skills aimed at placing them in the labor market.

Public finances

Within the scope of public finance management, the Economic Commission approved the new Self-invoicing Legal Regime, a legal diploma that aims to continue its validity in order to enable the reduction of levels and segments of informality, integrating, in the formal segment of the economy national, crucial economic and social sectors.

The measure will also make it easier to prove the costs that economic operators incur in commercial transactions for the respective goods and services.

In the same context, the National Treasury’s Financial Programming Execution Balance Sheet was approved, referring to the 1st Quarter of 2023, a document that presents the results of the execution of revenue and expenditure in the period in question, with and without incidence of treasury.

The session took note of the Report and Accounts of the National Bank of Angola, referring to the financial year of 2022, a document that reports the activities carried out over the said period.

The Economic Commission of the Council of Ministers is responsible for dealing with the Executive’s macroeconomic agenda and ensuring that macroeconomic management is carried out in harmony with the objectives and economic priorities of the Governance Program of the President of the Republic.
