Africa-Press – Angola. The Court of Auditors (TC) delivered, this Tuesday, to the National Assembly (AN), the Technical Opinion to the General State Account (CGE) referring to the financial year of 2021, containing 98 recommendations, of which 59 have already come of the previous year.
The document was delivered by the Interim Counselor Judge of the Court of Auditors (TC), Domingas Alexandre Garcia, to the President of the National Assembly, Carolina Cerqueira.
The document contains recommendations for institutions that receive money from the General State Budget (OGE) to improve the technical and legal aspects, in the preparation of accountability reports in the coming financial years.
Respect for the principles of good governance
The President of the Parliament, Carolina Cerqueira, declared that, with this act, “we are complying with a legal precept in the scope of AN inspection, to guarantee the transparency and accountability of public affairs and respect for the principles of good governance “.
Speaking to the press, Fausto Carvalho Simões, deputy rapporteur judge for the opinion on the CGE, stressed that the technical opinion of the 2021 CGE is substantially better compared to that of 2020, because units were considered that were not included in other opinions, such as For example, the National Security Institute, which this year was evaluated by the TC.
He informed that they also paid special attention to the public business sector and banking, with emphasis on the significant recovery of bad loans at Banco de Poupança e Crédito (BPC).
The deputy rapporteur judge of the opinion on the CGE emphasized that, in general, they have noted a satisfactory performance at the macro and micro economic level.
“The previous year, our critical assessment was more incisive and, this year, we recognize the effort that was made both at central level and at the level of the public business sector, which is to be commended”, he pointed out.
According to Fausto Carvalho Simões, there is a trend towards improved performance at the macro and micro economic level, for whom the TC has been registering, with satisfaction, this improvement year after year.
The General State Account (CGE) is the set of financial statements, accounting, budgetary and financial documents and management performance reports, corresponding to budgetary, financial, asset and operational management acts and custody of goods and values public.
The said document comprises the accounts of all bodies of the Central and Local Administration of the State and Services, Public Institutes and Autonomous Funds, as well as Social Security and Bodies of Sovereignty.
The TC sends the technical opinion on the CGE to the National Assembly together with the annual report, which must contain a summary of the jurisdictional deliberations referring to the current financial year and proposes measures to be adopted to improve the financial management of public resources.
