Africa-Press – Angola. The Police will continue to invest in the training of human resources, in order to allow staff to increasingly improve their ability to interpret the rules of Administrative Law. The guarantee was given yesterday in Luanda by Secretary of State José Bamóquina Zau.

The Secretary of State was speaking at the opening of the IV Methodological Seminar on the Role of the Legal Office in Safeguarding Administrative Legality, which is taking place, until today, under the motto “Alignment of the Organs of the Ministry of the Interior (MININT) in the Law Reform Process and of Administrative Justice, in the Framework of Execution of the Codes of Administrative and Litigation Procedure”.

Regarding the seminar, José Bamóquina Zau drew attention to the need for staff to take advantage of the training, in the sense of disseminating and sharing technical and scientific knowledge.

The Secretary of State defended a greater updating of matters that dominate legal and administrative acts, with emphasis on the structuring principles of Angolan Administrative Law.

For the Secretary of State, this area of ​​law is the one that undergoes the most changes, taking into account that laws are regularly passed that change important procedures in the tasks of public servants.

Therefore, he pointed to the pursuit of the public interest and respect for the subjective legal positions of individuals, among others, as the key to providing a fair public service.

The director of the Legal Office of the Ministry of the Interior, António Joaquim Fortunato, said that the body he directs is committed to contributing to the training and technical training of legal professionals, for the strengthening and enhancement of police bodies in the context of National Security.

The main prison commissioner said that the seminar will strengthen MININT, increasingly, in the role of guardian of the constitutionality and legality of the bodies that oversee the institution.

António Fortunato explained that the Legal Office is a cross-sectional body, methodologically responsible for drafting legal diplomas, scientific research and preparation of comparative law studies, for the improvement of legislation.

“The provision of information is of a legal nature, for the implementation of legislative measures in all areas of activity and technical support”, he stressed, to defend the need for an alignment of administrative and litigation procedures in the execution of the Code of Procedure. Administrative Law and the Administrative Litigation Code, both under discussion in the National Assembly.

The IV Methodological Seminar on the Role of the Legal Office in Safeguarding Administrative Legality was addressed to the directors of the provincial and municipal Legal Offices of the Criminal Investigation (SIC), Migration and Foreigners (SME), Public Security (SP) and Civil Protection and Firefighters (SPCB).
