Africa-Press – Angola. The municipality of Chicala-Cholohanga, province of Huambo, gained a Registry and Notary Office Monday, built within the framework of the Justice services modernization program.
The infrastructure, duly equipped, was inaugurated by the Minister of Justice and Human Rights, Marcy Lopes, who is working a two-day workday in the Central Plateau, with the aim of x-raying the sector he manages.
The new development began to be built in 2013, having subsequently experienced a hiatus and suffered vandalism by unidentified individuals.
In July 2022, it began to be requalified and equipped, with a total amount of 176 million Kwanzas.
Users will be able to find registry services (Registration of births, deaths, marriage process, certificates, powers of attorney), civil and criminal identification (issuance and renewal of Identity Card, endorsement and criminal record certificate) and notary (signature recognition , terms of authenticity, deeds and other documents).
With its inauguration, the province of Huambo now has 10 Registry and Notary offices, located in the same number of municipalities out of the 11 that the region makes up, with the exception of Caála.
Speaking to the press, the Minister of Justice and Human Rights, Marcy Lopes reaffirmed the Angolan Government’s commitment to continue implementing the program to improve infrastructure and technological modernization of services in the sector, at country level, in order to guarantee greater convenience, both for employees and users.
Abandonment of BI continues to be a concern
On the occasion, the minister made it known that the situation of abandonment of Identity Cards in the civil and criminal identification offices, by citizens, has increasingly increased, a situation that constitutes a major concern for the Justice and Human Rights sector. .
According to the person responsible, without specifying numbers, there are, at the level of the Ministry’s facilities, throughout the country, larger quantities of tickets already issued, many of which are about to expire, abandoned by their owners.
He pointed out the distance between citizens’ housing areas and public institutions, generally located in municipal headquarters, as one of the main reasons, in addition to the little use that the population gives to the document, despite its fundamental importance in everyday life. -citizens day.
To change the situation, he announced the launch, soon, of a massive campaign to issue and collect Identity Cards, similar to electoral registration, in order to bring services closer to citizens.
In addition to shortening distances, according to the minister, the measure aims to allow users not to spend too much time between issuing and obtaining the personal identification document, which confers Angolan nationality.
On the occasion, Marcy Lopes considered the interconnection of public services at the Public Service Counters (BUAP) to be positive, a process that began last April, with a view to boosting the process of reinforcing decentralization and administrative deconcentration.
At the level of the Justice sector, the BUAPs are serving, in this field, as data collection points for the issuance of the Identity Card and its renewal, as well as birth and criminal registration.
Before heading to Chicala-Cholohanga, the Minister of Justice and Human Rights was received, in audience, by the governor of Huambo, Lotti Nolika, having led, in the afternoon, a meeting with sector officials in the province.
On Tuesday, the last day of the work schedule in Huambo, there will be the formal opening of the new facilities of the 2nd 1st class Civil Registry Office and visit the facilities of the registration and notary stores, notary offices, civil identification posts and criminal law, in addition to the headquarters of the Provincial Delegation.
