While some saw their dream come true, others still face the dilemma of not having their own home, in an urbanized housing area with functional social services.
In global terms, the Mussungue Centrality is prepared to receive more than 30 thousand families, but of this number, 17 percent are missing, since of the 5,004 existing apartments, about 730 have not yet been delivered to the candidates who sent their applications to Imogestin and to the Housing Development Fund, entities to which the Executive entrusted the responsibility for the management and commercialization process of residences.
As part of the World Consumer Rights Day, which is being celebrated today, Jornal de Angola found that the delay in handing over the keys to the remaining 730 apartments is due to the work in progress to complete the works, taking into account that the houses in question have technical problems related to water filtration.
This situation worries people, who are impatiently waiting for a decent home, through resolvable income or other modalities defined by the Executive.
Heard , some citizens who signed up since the process of selling and handing over the keys to the first apartments began, in December 2015, say they are upset and ask for the intervention of the National Institute for Consumer Protection (INADEC), at the fact that they have already made the payment of the first installment.
The payment of the initial installment, it should be noted, appears to be one of the main requirements to apply for a residence in the largest housing project built by the Government in the capital of Lunda-Norte.
Reported lack of transparency
Fernando Rocha, a civil servant, was one of the candidates who competed for the acquisition of a T4+1 apartment in Centralidade do Mussungue, in 2016, and says that, to date, he has never had a response from the company managing the process of selling the properties. , even having paid, at that time, the initial installment of 37 thousand kwanzas.
“I confess that I don’t know what to do, I have already contacted Imogestin several times, without any acceptable response. I feel frustrated”, he said, adding that there is little chance of being chosen to have an apartment for the comfort of the family, which, he currently lives in the Satxindongo neighbourhood, where the problems of de-urbanization and lack of essential basic services are incalculable.
In the same situation are hundreds of civil servants and other citizens who hope to see the problem solved, such as Paulino Inocêncio, a primary school teacher, who is upset by the delay in delivering the apartment.
Skepticism withdraws from the process that it constituted to get the house or to stay in the hope of someday being contemplated, took care of Paulino Inocêncio, who denounced that there are people who are receiving houses, using the payment of the famous “gasosa” and for influence of those directing the process.
According to Paulino Inocêncio, two months ago, Centralidade do Mussungue received new residents, without releasing lists, as previously happened, for this reason it sees reduced possibilities of achieving the dream of living in an urbanized area.
“If there are no longer any houses to be allocated to applicants, tell us or return the money that we transferred to the bank accounts of the Housing Development Fund”, he underlined.
Dignity, comfort, security for families, access to essential basic services, especially potable water and electricity, are some of the main benefits that the teacher wants to find in the new home.
