Africa-Press – Angola. The Secretary of the President of the Republic for State Reform, Pedro Fiete, announced, this Thursday, in Luanda, the implementation of the simplification of land rights procedures, within the scope of the Simplifica project.
The person responsible who spoke during the 10th Edition of Café CIPRA about the “Impact of Simplifica on the life of citizens”, said that in the near future the project’s major undertaking will focus on this area and guarantee the simplification of the registration of real estate property (property securitization ).
The secretary informed that in the next two months the issue of approval of higher education studies will also be resolved, along with the issue of construction and industrial licenses (regulations, rules and technological solution for this purpose).
According to Pedro Fiete, several documents were waived to issue the works license and a measure of tacit approval was established for those circumstances in which the environmental license is not issued within 30 days.
In the field of restaurant activity, he explained, licensing powers now belong to municipal administrations, except for luxury or first-class restaurants.
Investing in the digitalization of services
Pedro Fiete noted that modernization and digitalization is an irreversible path forward in public administration, to reduce queues and face-to-face service in a context in which the country’s population has grown substantially.
“The State, as a service provider, must do it efficiently today, hence the reason for simplification”, he maintained.
In another area, the national director of Identification, Registries and Notaries, Aristides Marques, said that the Ministry of Justice and Human Rights is working on the profile of its employees, to correct any shortcomings in serving the public.
He recognized that sometimes there are isolated attitudes and behaviors of certain employees that tarnish the good name of the institution.
More than 300 thousand BI to be raised
The person responsible made it known that the State invests in consumables and other technologies, but citizens take time to collect their documents, noting that some even expire at the institution’s counters.
He made it known that Angolans residing in 30 diaspora countries already benefit from the issuance of an Identity Card (ID).
The Executive, through the Secretariat of the President of the Republic for State Reform, promotes the implementation of the Simplifica project, with the aim of gradually reducing the excess bureaucracy in the handling of administrative processes and improving the public service provided to citizens and companies in State departments.
Currently, the level of implementation of Simplifica 1.0 is in the order of 76 percent, considering that 23 acts, out of a total of 32, are fully executed and will facilitate citizens’ access to public services, as well as reducing service time and responding to your requests.
Of the 99 planned measures, 75 are actually implemented within the scope of the Simplifica 1.0 project, approved by Presidential Decree no 161/21, of 21 June, according to a press release.
Simplifica 2.0, created by Presidential Decree No. 182/22, of July 22, has an execution rate of 37.1 percent, as seven of the 26 planned acts and 33 measures of the 89 planned have been implemented.
The goal is to eliminate 121 requirements, of the 291 existing in the Public Administration, unify 13 documents that cover identical and transversal matters, extend the validity period of ten documents and licenses and integrate 20 procedures currently carried out by different services.
The event is an initiative of the Press Center of the Presidency of the Republic (CIPRA) that brings together in a single space for an open and “without mediator” dialogue government officials, representatives of civil society and journalists.
The 9th edition of Café CIPRA – Diálogo Sem Mediação, took place under the motto “The relaunch of industry and the promotion of employability”.
