The Angolan Executive, represented by the Ministry of Transport, and the International Civil Aviation Organization signed an agreement for the modernization of the air navigation system and for the complete alignment with the norms and practices recommended by this important organization, in an operation budgeted in 25 million dollars.

This agreement includes the acquisition of automatic surveillance systems, the installation and commissioning of mobile communications systems, data communication systems and navigation aids, as well as an air traffic control (ATC) simulator for the modernization of the Training Center.

It also provides for the training of the staff of the National Air Navigation Company (ENNA) and assistance in the process of migrating from procedural control to vectoring, through the different surveillance equipment.

During the officialization of the initiative, which took place yesterday, in one of the hotel units in the city of Luanda, the Minister of Transport, Ricardo Viegas de Abreu, said that the act was a follow-up to others already registered within the scope of structural reforms undertaken in the sector, particularly in the subsector. air.

As detailed, since 2018 a general reform of the sector has been carried out, particularly the air subsector, which in the opinion of the authorities is truly advanced.

“We have reviewed our legal, regulatory, institutional and corporate framework, in all companies that are under our responsibility. We have a New Civil Aviation Law, we have a governing body, an independent and autonomous administrative entity, ANAC – National Civil Aviation Authority, responsible for the supervision, inspection and regulation of the air subsector, which represents an important innovation in the national legal system.

An extensive work is underway to adapt the new organizational structure, the implementation of internal processes, and the introduction of technological means at ANAC level, to ensure that we have a body with all the technical and material skills for the safe development of the system. of Angolan civil aviation”, he referred.

According to minister Ricardo Viegas de Abreu, regulatory diplomas were also revised or revoked, which limited the potential for growth and development of civil aviation activity, allowing greater openness and greater competitiveness between operators. Likewise, the Angolan Airlines – TAAG was restructured, which became a Public Limited Company; ENANA was split, culminating in the separation of the activity of managing airport infrastructures and services from the activity of air navigation.

“All this path taken so far has as its main focus to ensure that the air subsector develops and grows, in its contribution to the Gross Domestic Product, and facilitates the development of other sectors and business opportunities in our country, an essential factor for diversification effect of our economy”, he said.

The act was witnessed by, among several guests, members of the Government, companies in the sector and entities linked to national defense and military control of national airspace.
