Africa-Press – Angola. The opening ceremony of the Judicial Year 2024, led by the President of the Republic, João Lourenço, was the highlight of the political news last week.
The Holder of the Executive Branch highlighted, on the occasion, that the judiciary is required to provide justice that is fair, equitable, swift and serves people, companies and society, with a view to strengthening the rule of law in the country.
João Lourenço informed that the Executive, in collaboration with the competent structures of the judiciary, is working to implement the computerization program of the judicial system, which should cover the courts and the Attorney General’s Office (PGR), modernize and increase efficiency and speed in the actions of these bodies.
According to the Head of State, the computerization of the courts will enable the magistrate to carry out acts at all times and, from any location, have access to the process remotely.
In relation to the fight against corruption, he made it known that Angola had achieved good and unequivocal results.
Audiences
During the week under review, the Angolan Head of State met with his DRC counterpart, Félix Tshisekedi, as mediator appointed by the African Union (AU) to deal with the situation in the east of that country.
At the end of the meeting, the Minister of Foreign Affairs, Téte António, revealed that Félix Tshisekedi agreed to meet with his Rwandan counterpart, Paul Kagame, to resolve the situation of instability in eastern DRC.
Teté António informed that Angola was responsible for taking the subsequent “steps” to hold the meeting, without any reference to dates.
Still within the framework of presidential activities, the Head of State received a message from his counterpart from Equatorial Guinea, Teodoro Obiang Nguema, regarding multi-regional consultations at the highest level between both countries.
Accreditation
In the last seven days, five new ambassadors accredited in Angola, with resident and non-resident status, presented their letters of credentials to President João Lourenço in Luanda.
The ambassadors of China, Zhang Bin, India, Vidhu Peethambaran Nair, Nicaragua, Darling Carolina Rios Mangueira, and Poland, Jan Pawelel, all residents, delivered the legal instruments.
Tomás Ulicny is the non-resident ambassador of the Czech Republic, residing in South Africa.
Likewise, the President of the Republic, João Lourenço, swore in the new Secretaries of State for Energy and Water, namely Arlindo Carlos and António Belsa da Costa, as well as the vice-governor of the province of Malanje for Technical and Infrastructures.
National Assembly
In the legislative framework, the National Assembly generally approved the Proposed Law on the Political-Administrative Division (DPA), which provides for the creation of 20 provinces, 325 municipalities and 375 communes.
The Diploma was approved with 101 votes in favor (MPLA and mixed parliamentary group PRS/FNLA), 79 against (UNITA) and two abstentions (PHA), during the 4th Extraordinary Plenary Meeting of the 2nd Legislative Session of the V Legislature.
The Minister of State and head of the Civil House of the President of the Republic, Adão de Almeida, assured, before the hemicycle, that the country’s new Political and Administrative Division (DPA) will provide a closer relationship between administrative power and citizens.
He stated that, with this structure, the country creates conditions “so that we have administrative bodies with decision-making capacity closer to citizens, therefore capable of better managing people, better managing the territory and better projecting local development”.
The Angolan Parliament also approved the Bill that prohibits and criminalizes cryptocurrency mining activities and other virtual assets in the country, to safeguard national energy security.
The document establishes a prison sentence of 1 to 5 years for anyone who has in their possession computer, communication and infrastructure material intended for mining cryptocurrencies.
On the other hand, Angolan deputies unanimously approved the Draft Resolutions for Angola’s ratification of the Declaration on the Development and Empowerment of Youth in the Southern African Development Community (SADC) and on the Mining sector.
Council of Ministers
Another highlight of the week was the approval, by the Council of Ministers, of the diplomas that establish the rules applicable to external auditing of companies and public institutes, in order to reinforce citizens’ confidence in the quality of financial and accounting information.
In addition, the Minister of Justice and Human Rights, Marcy Lopes, inaugurated the headquarters of the Viana District Court, in Luanda.
The building, with six floors, includes a basement, with capacity for 50 vehicles and an administrative area with support rooms for judges, prosecutors, lawyers, users, as well as meeting rooms, auditorium, toilets and a cell.
Also notable among political events were the celebrations of the 48th anniversary of the National Police (PN).
In the central event, which took place at the Higher Institute of Police and Criminal Sciences “Osvaldo Serra Van-Dúmen”, in Luanda, three thousand 292 officers from the military corporation completed the 20th basic course, which, for a year, trained them to guarantee security of communities.
