The standardization of the processing of criminal proceedings and administrative documents, as well as the computerized management of networks are dominating the targeted training cycle for Public Prosecutors and secretarial technicians of the Attorney General’s Office (PGR) in Moxico.
The training takes place in the city of Luena and is being guided by the sub-attorney general of the Republic and coordinator of the eastern region of the country, Astrogildo Culolo, and should extend for two more days.
Speaking during the opening of the training, he said that the session will be based on procedural procedures and administrative procedures.
According to the magistrate, the main objective is to standardize the steps taken during the processing of cases at the level of the three provinces in the east of the country (Moxico, Lunda-Sul and Lunda-Norte), while safeguarding the specificities of each region, as well as the improvement of computer knowledge.
“When a colleague from one of these provinces (Moxico, Lunda-Sul and Lunda-Norte) holds a case, for what is inside it, the steps and the procedure followed, we must identify the standards of our judicial region”, he said.
Just yesterday, the prosecutor expressed concern about the low level of reporting culture on the part of society, which limits the process of fighting corruption in the East, having encouraged the population to collaborate with practices of reporting illicit acts.
Despite this, the magistrate said that at the regional level, the PGR remains focused on combating illegal acts that harm the Angolan State.
Without quantifying, he considered the number of cases that are being investigated by the PGR in the scope of corruption reasonable, despite the logistical problems that this justice body still faces in order to achieve its objectives.
During his stay in Moxico, the sub-attorney general of the Republic and coordinator of the eastern region of the country will verify the functioning of the Prosecutor’s Office of the Eastern Military Region, the Criminal Investigation Service (SIC), as well as hold a meeting with the magistrates of the Provincial Public Ministry.
Uíge appeals to the denunciation of electoral crimes
The deputy attorney general of the titular Republic of the province of Uíge, Celestino António Mucuta, appealed, this Monday, to the citizens to excel in the denunciation of electoral crimes, in order to discourage such practices. Speaking at the opening of the lecture on “Electoral Crimes”, in the context of the August general elections of this year, he highlighted the importance of the population being informed about electoral crimes, so that they have grounds and know how to denounce such violations.
He explained that violations of the duty of equality in the treatment of political parties and citizens, the limits of sound and graphic advertisements, meetings and rallies, carrying out advertisements after the end of the electoral campaign and other breaches are considered electoral crimes.
For the formulation of a complaint of electoral crime, he said, that it is important to narrate the acts, indicate the names of those involved in the fraud, place of occurrence, among other evidence. Documents, photos and videos can also be used as evidence.
Regarding the punishment, he said that penalties and fines are imposed, due to the use of the name or flag sign of another party, double candidacy, impediment to holding an authorized meeting, use of sound advertising outside the hours stipulated by law, destruction of electoral materials, among other breaches.
Promoted by the Attorney General’s Office in Uíge, the lecture was attended by public magistrates, members of the Angolan Armed Forces, National Police, members of the National Electoral Commission (CNE), traditional authorities and other guests.
