Africa-Press – Angola. The Secretary of State for Labor and Social Security, Pedro Filipe, reiterated, this Tuesday, in Luanda, the need to comply with Presidential Decree No. with disabilities in the public and private sector.
Pedro Filipe, who was speaking at a meeting promoted by the Ministry of Social Action, Family and the Promotion of Women (MASFAMU), in partnership with the School of Administration and Public Policies (ENAPP), added that the public sector must reserve four percent of vacancies for people with disabilities and the private sector two percent.
“The employability of people with disabilities has been modestly observed and we are aware that we must strengthen the role of the Ministry of Public Administration, Labor and Social Security (MAPTSS) and the General Inspectorate of State Administration, which are responsible for ensure that this desideratum is fulfilled”, said Pedro Filipe, at the round table that aimed to address the situation of access of people with disabilities to employability.
The Secretary of State pointed out that, according to data from the National Directorate of Public Administration, 400 people with disabilities were employed in the State apparatus in recent years. “Although the number still does not satisfy, it is a sign of greater inclusion and seriousness in the commitments that the Angolan Government has assumed”.
Pedro Filipe highlighted the launch of a Single Recruitment Entity, a body created with the aim of recruiting and carrying out public tenders for central State employees. “Ministries, public institutes and agencies will not be able to carry out public tenders outside this platform and its intervention, which already has an automated mechanism, which will dispense with or minimize human intervention, which, we believe, will facilitate and ensure compliance with greater rigor, effectiveness and efficiency with the aim of reserving the four percent of vacancies for people with disabilities”. he highlighted.
For his part, the president of the Angolan Federation of Associations of People with Disabilities (FAPED), Wenceslau Muginga, said that, when looking at the problem of employment, especially for people with disabilities, there is a need and obligation to appeal to the State and society in general to comply with the legal diplomas in force in the country.
He added that the good intentions of the Government to create laws aimed at protecting people with disabilities, fundamentally with regard to employment, are understood, but the lack of will to implement them is not understood.
“FAPED asks the Ministry of Labour, Employment and Social Security and the General Inspectorate of the State Administration (IGAE) for greater supervision, in coordination with our institution for the applicability of the Decree on employability”, highlighted Wenceslau Muginga, who it also asks private companies to fulfill the two percent of vacancies for people with disabilities.
