Africa-Press – Angola. The deputy governor of Cuanza-Norte for the Political, Economic and Social sector, Leonor Garibaldi, considered that Presidential Decree No. budget units, with the adoption of collection sharing criteria.
The deputy governor said, Friday (22), at a Seminar on the Rules for Executing the General State Budget, in Ndalatando, that the rule for distributing the amount of the collection at 40 percent for the National Treasury and 60 percent for the entity that collects the revenue can introduce notions of efficiency in tax collection.
The budgetary units, he continued, are responsible for carrying out awareness campaigns and adopting techniques to increase tax revenues based on this legal precept, to ensure that they have funds for expenses that are often unforeseen.
According to Leonor Garibaldi, the diploma solves the issue of promoting efficiency and effectiveness in the materialization of the General State Budget, with the expectation that the administrative machinery will comply with the rules and instructions aimed at guaranteeing an objective and adequate budget execution to the economic situation.
With the law, “we will also be increasingly empowering treasury managers and technicians who work in this area with tools, so that harmful acts to the State are avoided due to the lack of instruments that help them in their daily exercise”, said the deputy. governor of Cuanza-Norte.
The official hopes that public managers are now in better conditions to ensure that the management of public financial resources takes place in accordance with the ethical, legal and technical standards that govern the execution of the General State Budget.
When addressing the public managers, to whom the seminar was addressed, he recalled that the economic situation, aggravated by the Covid-19 pandemic, imposed limits on the State in the materialization of projects of social impact as a result of the scarcity of resources, which is why it is urgent the need to strictly observe authorized expenditures in the budget, in order to avoid waste as much as possible.
He asked the technicians appointed to the State’s Integrated Financial and Asset Management System to bear in mind that “any fraudulent action can result in disciplinary, administrative, civil, financial and criminal liability of the user”.
Leonor Garibaldi insisted that the Provincial Delegation of Finance, as a financial unit, is responsible for consolidating the elements required for the financial programming of budget units based in the province.
During the seminar, promoted by the Provincial Delegation of Finance of Cuanza-Norte, topics such as Rules for Execution of the General State Budget for the 2022 Economic Year, Principles of Asset Execution of the Integrated System of State Financial Management (SIGFE) and of Public Investments.
