The current bodies of the State Local Administration assigned to the three new provinces created in the country, within the framework of the new Political-Administrative Division (DPA), namely Icolo and Bengo, Cuando and Moxico Leste, will continue to operate fully until the appointment and entry into operation of the respective governors, an act scheduled for January next year.
The idea, as explained by the Minister of Territorial Administration, is to allow the continuity of public services to citizens without interruption.
“Some transitional rules were defined to ensure, on the one hand, that public services continue to be provided, uninterruptedly, in all territorial units, that is, the fact that new provinces and new municipalities are being created means that we cannot have lethargy in the functioning of the Public Administration”, explained Dionísio da Fonseca, when speaking to journalists on Tuesday, at the end of the Council of Ministers meeting, chaired by the President of the Republic, João Lourenço.
Meanwhile, Dionísio da Fonseca reported that, while awaiting the appointment and entry into operation of those responsible for these new districts of the country, acts that reduce, in any way, the assets of these territorial units will be suspended, particularly in relation to movable and immovable property, which is currently assigned to them.
Under this measure, the minister continued, the granting of land rights will be suspended, and their attribution will only be admissible in cases of public interest and with the authorization of the Minister of Territorial Administration.
The country’s three new provinces could begin operating as early as January next year. The Minister of Territorial Administration announced that the National Installation Commission is currently working on creating the conditions that will allow the appointment of governors of the respective provinces, as well as municipal and communal administrators.
Dionísio da Fonseca said that the proposed General State Budget for the 2025 financial year has already secured financial resources for the construction of infrastructures that are lacking in these territorial units. “From the initial survey of the 162 new municipalities, we will need to build a total of 22 new municipal administrations, and the facilities for the rest are already available,” said the minister.
Compliance with the rules of the State Local Administration Law
Dionísio da Fonseca also reported that an adaptation will be made to the rules of the Regulation of the State Local Administration Law, and one of the new features will be the separation of the current provincial offices that concentrate the areas of Culture, Tourism, Youth and Sports, in order to make these areas separate. “This is a proposal that was accepted and we will, therefore, in the chapter on the adaptation of the Organic Statutes of the Provincial Governments, ensure the separation of these functions in these offices”, he highlighted.
The leader announced that another new feature introduced in the regulations of the State Local Administration Law, which also led to the amendment of two more Presidential Decrees, was the introduction of another category for municipalities, in this case “E”. Municipalities are currently classified as types A, B, C and D, depending on their level of development, demographics and available infrastructure. Unlike, for example, type A municipalities, which have 18 municipal directorates, type E municipalities will only have 8 directorates.
“It is a municipality that will have a municipal administration with a more compact and less dense structure”, said Dionísio da Fonseca, reinforcing that, in these municipalities, vacancies for technical staff will be prioritized to the detriment of strengthening management and leadership positions.
The head of the MAT added that there will be no office director or advisors in type E municipal administrations, based on the principle that municipal directors must have the appropriate profile to advise the municipal administrator in the implementation of actions within their area of intervention.
Osvaldo Varela takes office as Secretary of State for MIREX
The President of the Republic, João Lourenço, dismissed Maria Auxiliadora Fragoso Pascoal Ramiro from the post of Secretary of State for Administration, Finance and Heritage of the Ministry of Foreign Affairs.
In the same order, the President of the Republic dismissed Osvaldo dos Santos Varela from his role as Ambassador Extraordinary and Plenipotentiary of the Republic of Angola to the Republic of Israel.
In his new role, Osvaldo Varela was appointed Secretary of State for Administration, Finance and Heritage of the Ministry of Foreign Affairs.
