The Angola Digital Acceleration Project (PADA), which will allow the Introduction of the Public Administration Digital Transition Agenda, will be completed within two years, guaranteed Thursday, the director of the Institute of Administrative Modernization (IMA), Meick Afonso.
Speaking at the 5th Edition of the IMA Forum, held in partnership with the World Bank, Meick Afonso said that the provision of 300 million dollars will allow the implementation of PADA in 2027.
During the meeting at the Press Center of the Presidency of the Republic of Angola (CIPRA), the official stated that the financial conditions will allow the World Bank to schedule the Digital Transition of Public Administration in Angola to be a fact within the referred period.
The Angola Digital Acceleration Project, recalled Meick Afonso, a Government initiative in partnership with the World Bank, aims to drive transformation in the country, promoting digital inclusion, expanding access to public services and fostering entrepreneurship.
The holding of the 5th Edition of the IMA Forum, highlighted Meick Afonso, allowed an exercise on the path taken so far, where the actions for the implementation of the country’s Digital Acceleration Project were also presented.
PADA, he continued, will boost society and the economy, recognizing the role of the State as regulator of all activities in the country, highlighting that IMA will facilitate the technological modernization of public services, trying to coordinate the best performance of the various stakeholders, in order to add value to the results.
The recent approval of the Public Service Digital Transition Agenda, he continued, translates in one word, “concerted multisectoral action so that public services are closer and easier for citizens and companies”.
According to the director of IMA, the financial component was until now not allowing for more concrete steps to be taken. With the availability, the digitalization process is now easier, stressed Meick Afonso.
The digital acceleration project aims to stimulate the telecommunications operators’ market, where the Ministry of Telecommunications, Information Technologies and Social Communication will lead a set of necessary reforms so that the project becomes a highway to achieve this digitalization.
The PADA, he continued, will allow the integration of the National Bank of Angola (BNA), taking into account the financial inclusion strategy that is in the works and prepared, demonstrating once again the value of coordinated and integrated work.
According to the person in charge of IMA, the digital acceleration process will facilitate financial institutions, since operators in the sector will have better accessibility, helping with communication, to better identify citizens or companies, in a secure manner.
On the other hand, the Project will ensure greater integration of social actions, providing integration between the various bodies that act for public services, whose focus is to place the citizen at the center of all state policies.
Meick Afonso said that the project will allow the definition and implementation of physical, electronic and procedural procedures that guarantee the security and privacy of all data collected and stored.
Finally, the director of IMA stated that PADA aims at the interoperability of Public Administration, Digital Inclusion, Centralized Digital Infrastructure, Facilitation of Public Services, Promotion of the Digital Economy and Security and Data Protection.
Digital technologies are vectors of growth
On the occasion, the World Bank representative for Angola and São Tomé, Juan Carlos Alvarez, considered digital technologies as vectors that allow countries to stimulate economic and social growth, boosting all population activities.
According to the representative of the world’s largest financial institution, the introduction of the Public Administration Digital Transition Agenda in the country means a “paradigm shift” that will positively affect all segments of the country, requiring everyone’s participation.
The Project, he explained, was conceived between the Government of Angola and the World Bank to reflect the multidimensional nature of digital transformation, crossing ministries, institutes, that is, all institutions that compete to serve the citizen.
Juan Carlos Alvarez said that the digital transformation strategy for all government sectors will intensify and expand the advancement of the Angolan Government’s agendas, which are not restricted to PADA alone.
The World Bank has expressed its availability to the Executive in the tasks of coordinating efforts for digital transformation, as well as promoting synergies between other projects, such as KWENDA, SIMPLIFICA Mais, among other projects.
Promotion of Human Capital
According to the World Bank representative for Angola and São Tomé, digital transformation is a unique and different journey for each country, which does not only consist of adopting new technologies, but also developing human capital.
“Ultimately, Angola’s digital transformation, like all other transformations, will benefit and be respected by Angolan citizens,” highlighted the World Bank’s head for Angola and São Tomé, Juan Carlos Alvarez.
PADA was designed to address the challenges in supply and demand, whose Platform for interoperability and connectivity of people through greater access to broadband internet and the strengthening of digital building documents.
On the other hand, he continued, PADA will promote digital entrepreneurs, develop ideas and businesses in Angolan society, where women and young people will be at the center of government policies.
The 5th Edition of the IMA Forum brought together several technicians from the sectors, as well as representatives of financial institutions, notably the World Bank, journalists, among other entities from the Executive and society in general.
With the aim of obtaining better results in the implementation of the project, IMA technicians, in partnership with the World Bank, visited the Republics of Rwanda, Israel, the United States of America, the United Arab Emirates, Brazil, Estonia, Austria, Poland, Portugal and Cape Verde.
