Africa-Press – Angola. The National Political Commission of the Humanist Party of Angola (PHA) announced yesterday, Monday, 7th, that it will initiate disciplinary proceedings against the party’s president, Florbela Malaquias, accusing her of violating the statutes, disrespecting a ruling by the Constitutional Court and usurping the powers of the deliberative body.

The decision follows the controversial meeting held last Saturday, the 5th, at the party headquarters in Luanda, which the deliberative body considered illegal and without institutional effects. According to a statement, the meeting was called by the president as leader of the National Political Commission (CPN), based on article 38 of the party’s statutes, and aimed to address a previously defined agenda.

However, upon noticing the presence of provincial presidents whom she had previously removed on her own initiative, the leader of the PHA, Florbela Malaquias, allegedly refused to recognize the official nature of the meeting, subverting, according to the CPN, the statutory powers of the deliberative body.

According to the note, the president “usurped the exclusive powers of the CPN” and reconfigured the session as a “Reconciliation and Clarification Meeting”, where she presented her version of the facts related to the internal conflicts. However, despite Florbela Malaquias’ “good intentions”, the members present spoke out about the party’s internal problems, criticizing the president’s alleged unilateral leadership, which “reduces the CPN to a mere voiceless, powerless figure”.

With this, the Political Commission also accuses Florbela Malaquias of disrespecting Ruling 1001/25 of the Constitutional Court, which declared null and void several acts carried out by her in violation of the statutes, and denounces an attempt to manipulate the preparation of the next convention of this party, by irregularly appointing the members who will indicate the legates.

“The problem that exists within the party has to do with the fact that the president insists on dealing with the most basic issues of the party unilaterally”, the note states, adding that “there is no room for any reconciliation, as there is no internal conflict, but rather clear violations of the statutes”.

In view of what it considers to be “abuse of power” and “deliberate obstruction” of the regular functioning of the CPN, the National Political Commission of the PHA announces two main measures, namely the convening of an Extraordinary Meeting with a deliberative nature, under the terms of article 39 of the statutes; and the reaffirmation of the need to urgently institute disciplinary proceedings against the president of the party, Florbela Malaquias.

The signatories of the note conclude by reaffirming that the meeting of 5 July “has no institutional effects whatsoever”, as it was allegedly conducted outside the statutory legality and with the aim of “simulating normality” in the internal structure of the party.
