Africa-Press – Angola. Academic Carlos Feijó Thursday in Luanda defended the need for the implementation of normative compliance rules in the Angolan public sector, as a mechanism for strengthening good governance and administrative transparency.

The academic made the statement at the 5th Angolan Compliance Conference, held under the motto ‘Strategic Compliance: Leadership and Innovation’, the professor said that the measure is fundamental to ensuring integrity and accountability in public administration.

He suggested internal administrative investigations adopt the same procedural guarantees as criminal proceedings, so that the evidence gathered can also be valid in criminal proceedings.

According to the jurist, without this integration, it will be difficult to have effective criminal liability.

He also suggested the creation of whistleblowing channels in the public administration, similar to what already happens in the private sector, as a way of exposing irregularities in a safe and structured way.

Carlos Feijó defended the criminal liability of legal persons, already provided for in the private sector under the concept of organisational defect, should also be applied to the public sector.

He also lamented the fact that the Angolan Penal Code still has gaps in terms of the criminal liability of public bodies, emphasizing that the time is right to adopt a public compliance model with clear and effective rules that bring state management closer to criminal law and reinforce the commitment to good governance.

Carlos Feijó pointed out that the issue of compliance in the public sector remains absent from the debate in Angola, with the focus almost exclusively on private companies and financial institutions.

The Angolan Compliance Conference is an initiative of NF-Confojur Consultoria em Compliance, in partnership with the Angolan Insurance Regulation and Supervision Agency.
