Africa-Press – Angola. The Bill on the Disciplinary Regime of the National Police, approved Thursday (17) by the National Assembly (AN), provides for the prohibition of personnel from exposing, disclosing or publishing images on social media, when dressed in uniform, as well as from using firearms, except in the cases provided for in the diploma.

Likewise, it is also foreseen that Angolan National Police personnel will be prohibited from wearing extravagant adornments or accessories while performing their police duties.

The diploma, which has 15 chapters and 128 articles, states in number 15 (Duty of aplomb), that extravagant accessories are considered to be false hair or weaves that are more than five centimeters long from the back of the neck, unnatural hair color, regardless of tone, colored lipstick, false eyelashes, tattoos on visible parts of the body, among others.

It also states that officers must be strictly uniformed and decently dressed when wearing civilian clothing, and are prohibited from altering their uniform, beyond the measures established in the Uniform Regulations.

It explains that uniformed personnel should not carry any volumes or objects that may diminish the prestige of authority, not considering hand luggage or other objects of normal dimensions when traveling.

In article 7 (Duty of exemption) of the standard, it is stated that in compliance with the duty of exemption, the agent must not participate in games of chance and other games prohibited by law, frequent places that are notoriously undesirable due to their appearance, except in acts of service.

The same diploma, in article 12 (Duty of civility), explains that the duty of civility consists of treating the general public with respect and consideration, being deferred between superiors and subordinates.

Among the various paragraphs in the clause, reference is made to the one that draws the agent’s attention to not getting drunk and to always be ready for service.

For non-compliant agents, the law provides for disciplinary penalties such as “Simple reprimand”, “Disciplinary”, “Extraordinary guards or pickets”, “Extraordinary patrols or rounds”, “Extra stay”, “Temporary salary reduction”, “Demotion” and “Dismissal”.

Commissioned officers, superior officers, subordinate officers and deputy chiefs will be subject to similar punishments.

The diploma also includes the special duties of guard staff, rewards, praise, commendation, award leave, immediate promotion, promotion by distinction, serving the sentence, exercising disciplinary powers, granting rewards, extenuating, aggravating and mitigating circumstances, termination of disciplinary liability and compliance.

Likewise, the regulation classifies behavior, classes and their purposes into 1st, 2nd, 3rd and 4th class of PNA agents.

The rule also sets out preventive suspension, rules to be observed when reporting infractions, disciplinary proceedings, the defense phase, challenges, inquiry and investigation processes, among other clauses.

The PNA agent, in the exercise of his/her duties, must observe the duties of impartiality, zeal, obedience, loyalty, confidentiality, politeness, punctuality, attendance and aplomb.

The diploma was approved on Thursday in the National Assembly (AN), with 91 votes in favor, none against and 64 abstentions.
