Africa-Press – Angola. The President of the Constitutional Court (TC), Judge Laurinda Cardoso, participated in Benguela in the Provincial Conference on Extraordinary Appeals of Unconstitutionality, organized by the Angolan Bar Association (OAA).
Under the theme “Extraordinary Appeals of Unconstitutionality as a Citizen’s Guarantee: Challenges and Perspectives,” the conference aimed primarily at exchanging experiences and clarifying doubts, to strengthen the work of judges, lawyers, court staff, and other legal professionals.
The event featured two panels addressing topics such as “Current Challenges and Future Perspectives of Constitutional Review in Angola,” “Appeals of Unconstitutionality and Police Activity,” “The Role of Lawyers in Protecting Fundamental Rights,” and “The Role of Appeals of Unconstitutionality in the Unification of Case Law.”The debate also included topics such as “The Importance of Judicial Independence and the Public Prosecutor’s Office in Defending the Constitution,” “The Role of the Court Expert and Technical Assistant in Appeals,” and “The Extraordinary Appeal of Unconstitutionality: Constitutional and Humanistic Dimensions.”
Speaking at the event, the provincial governor of Benguela, Manuel Nunes Júnior, thanked the OAA for its decision to hold the conference in the city, noting that the topic is of paramount importance for the consolidation of the Democratic Rule of Law in the country.
“The choice of Benguela as the venue for this conference is a clear sign of recognition of the importance of this province in the political and institutional life of our country,” he emphasized.
Regarding the Extraordinary Appeal of Unconstitutionality, Manuel Nunes Júnior considers it a crucial instrument for ensuring that laws and normative acts are in full compliance with the Constitution.
For the minister, this mechanism ensures that citizens and institutions can question the validity of regulations that may violate fundamental rights and guarantees.
“We can affirm that the Extraordinary Appeal of Unconstitutionality is an essential pillar for the protection of fundamental rights and for safeguarding the supremacy of constitutional law,” he declared.According to the minister, from the perspective of prevailing development models around the world, the existence of a democratic state governed by the rule of law, combined with an economic system based on the free initiative of citizens, is one of the indispensable foundations for the progress of nations.
In his view, these are pillars that enable the construction of dynamic, innovative, and prosperous societies, capable of providing their citizens with a standard of living commensurate with the wealth they themselves help generate.
Therefore, he praised the Angolan Bar Association’s initiative to promote this high-level technical debate.
It is, as he said, a space for ideas where future jurists learn from their masters that the Constitution represents the living pact that sustains coexistence in peace and harmony.
Furthermore, he noted that holding this conference in Benguela is a sign that high-level legal debate should not be restricted or centralized, thus strengthening national solidarity and bringing institutions closer to citizens.
Jurist José Faria, president of the OAA Provincial Council in Benguela, framed the conference within the Order’s social responsibilities, as an essential body in the administration of justice, with the mission of defending citizenship and the Constitution.
José Faria also emphasized the importance of the conference as a supreme opportunity to promote the exchange of experiences among participants, with a view to improving the performance of the various legal professionals.
The conference, held at the Dom Armando Amaral dos Santos Socio-Pastoral Center, was attended by judicial magistrates and the Public Prosecutor’s Office, lawyers, representatives of defense and security agencies, law student interns, members of the Government and traditional authorities.
