Africa-Press – Angola. Minister of State and Chief of Staff to the President of the Republic, Adão de Almeida, said Thursday in Luanda that the excellent performance of the Ombudsman’s Office means that public administration is no longer an unattainable entity, but rather one that can be held accountable whenever its actions contradict the constitutional principle of good administration.

The Minister of State made this statement as part of the celebrations for International Ombudsman Day, celebrated today, highlighting the role of this office in the country.

“Twenty years after its institutionalization, Angola has expressed its unequivocal commitment to building a rule of law,” he stated.

According to the Minister, since its institutionalization, the Ombudsman’s Office has firmly and with a sense of mission followed the path of serving the citizenry. In this context, he reinforced that it has established itself as an institution essential to the pursuit of the legality of public administration’s actions.

“Today, citizens have a place to file complaints against acts or omissions by public authorities. They have an institution dedicated to listening to their concerns, with the guarantee that each matter will be analyzed and that recommendations will be issued aimed at defending legal certainty and the dignity of citizens,” he emphasized.

He noted that, “in these years of activity, we can celebrate the institutional maturity of the Ombudsman and mark, with a seal of positivity, the path taken to date, promoting and valuing the citizen so that they are the raison d’être and are at the center of administrative activity.”

Therefore, he continued, institutionalization is not enough; it is also essential that the Ombudsman have the essential conditions to fulfill its constitutional mission.

Regarding the digital age, he reinforced the need to modernize the body, arguing that the Ombudsman must adapt to the new challenges of the digital age while remaining a figure of public trust and an active defender of fundamental rights.

Adão de Almeida also reaffirmed Angola’s commitment to defending fundamental rights, warning that, given current political and social changes, a global effort is needed to preserve and promote the principles that uphold human dignity.

“The 4th Industrial Revolution cannot be a barrier to respect for citizens’ rights,” he argued.

To this end, he emphasized, “we must continue working to strengthen the institutional position of the Ombudsman, equipping him with the appropriate means and instruments for his intervention in conflict prevention and mediation, as well as for a more active role in the area of civic education for citizens.”
