Government Amends Internship Rules to Enhance Employability

Africa-Press – Angola. The Angolan government approved on Friday amendments to the professional internship regulations to boost employability policies, expand young people’s access to job placement opportunities, and strengthen the control and effectiveness of internship programs.

Minister of Public Administration, Labor, and Social Security Teresa Rodrigues Dias disclosed the information following the extraordinary session of the Council of Ministers chaired by President João Lourenço.

According to Dias, the new legislation introduces essential changes to make the internship program more structured and effective in reducing the country’s unemployment rate.

One of the main changes is extending the age limit for interns from 25 to 30 years old, which allows recent graduates and lifelong learners to participate.

The objective, the minister explained, is to address the significant need for employment among this age group, where unemployment rates are higher.

Another significant change is the integration of central and local public administrations into the internship system.

Additionally, she mentioned that scholarships will now be managed by the Institute of Employment and Vocational Training (INEFOP). Through its provincial services, INEFOP will monitor trainees and host entities throughout the country.

The new regulation establishes that internships will be suspended for interns or employing entities that fail to submit monthly reports to the National Employment Institute.

“These measures prevent the misuse of financial resources and ensure adequate control of the program,” said the minister.

In public administration, the internship grant will now correspond to 80% of the required remuneration for the intern’s category, making the program more attractive and competitive.

Regarding this change, Teresa Dias explained that the new regime will be coordinated with the public service remuneration reform and the single recruiting entity. Employment centers will also become the mandatory channel for job placement processes in both the public administration and the private sector.

The minister noted that many citizens do not use employment centers, instead submitting resumes informally. This distorts statistics and makes it difficult to define public policies adjusted to the reality of the market.

“We want everything related to employability to go through employment centers so that we have real data and can design appropriate responses to the market’s needs,” she said.

This measure aims to facilitate the transition of young people from training to the labor market, develop their skills in a real work context, support employers in integrating technical staff, and promote youth employability. This will contribute to the development of human capital and reduce unemployment.
