Africa-Press – Angola. The governor of Namibe, Archer Mangueira, described the 2nd High-Level Meeting of the Southern Region, which has been taking place since Thursday in the city of Moçâmedes, as a borderless forum for reflection.

Speaking on the second day of the meeting, which brought together the provinces of Namibe, Huila, Cuando Cubango, Cunene and Benguela, the governor said that the moment represented more than a formal step.

He stated that this meeting represents more than just a formal step, as it enables the technical work already carried out to be transformed into clear guidelines and decisions that will have a direct impact on the territories.

Archer Mangueira stressed that the southern region of Angola constitutes not only a continuous geographical space, but also a territory with shared dynamics, vulnerabilities and significant potential.

He identified cyclical drought, the pressures of climate change, population dispersion and infrastructure constraints as challenges requiring responses beyond the provincial level.

“We are continuing a process initiated in 2024 whose conclusions showed that interprovincial cooperation produces results when oriented towards concrete objectives. Now, we are expanding this effort by integrating all provinces and deepening the common agenda,” he said.

The governor particularly welcomed the participation of the province of Benguela, as this demonstrates that the challenges are widespread and require coordinated responses.

He said expects that the meeting should result in the definition of a framework for joint action with effective monitoring mechanisms.

‘The populations expect tangible results: more security, better mobility, more economic opportunities, and better living conditions. This requires an integrated approach to governance, based on institutional trust, shared training and coordinated action,” he said.

During the meeting, the six provinces will analyze actions to combat child labor associated with migratory flows, traffic accidents, community conflicts and livestock theft, as well as issues related to infrastructure with an interprovincial impact, tourism and the organization of artisanal fishing.
