Africa-Press – Angola. <\/strong><\/span>The preponderant role of Defense and Security issues in the internal and external agendas of States, through multilateral coordination mechanisms or in international organizations, was praised Wednesday (29), in Luanda, by the President of the National Assembly.<\/b><\/p>\n

Fernando da Piedade Dias dos Santos, who was speaking at the opening of the second cycle of Conferences on National Security, for deputies to the National Assembly, pointed to ruptures in the international system as one of the factors in the emergence of new paradigms related to national, regional or international security.<\/p>\n

He underlined the “great dilemma” facing the Constitutional State today is whether the strengthening of security, as an essential task of this (Constitutional State), cannot affect democracy and the freedom of citizens.<\/p>\n

The conference, witnessed by the Minister of State and head of the Military House of the President of the Republic, Francisco Pereira Furtado, addressed the role of the National Assembly in the decision-making process on issues of Defense and National Security, the structure of public policies for national defense, the defense economy, within the budget of the Defense and Security bodies.<\/p>\n

The topic on “the role of the National Assembly in the decision-making process on issues of Defense and National Security”, which was lectured by the senior technician of the Office of Parliamentary Studies of the National Assembly, was one of the most debated.<\/p>\n

Edmiro Francisco made a diagnosis of the current legislative framework compared to the Constitution and addressed the need to integrate the president of the National Assembly into the National Security Council, arguing that, in this way, Parliament would have greater participation in decision-making on matters related to Defense. and National Security.<\/p>\n

The senior technician from the Parliamentary Studies Office of the National Assembly referred to the existing mismatches between the current National Defense Law and the National Security Law, stressing that both are in disagreement with the current constitutional framework.<\/p>\n

The topic on the role of the National Assembly in the decision-making process on issues of Defense and National Security, due to its importance, gave rise to a period of questions and answers between the deputies and the presidium table.<\/p>\n

MPLA deputy Ant\u00f3nio Paulo asked the lecturer Edmiro Fernandes to put forward “concrete ideas” on how to conform the current legislative framework to the Constitution, as well as questioning the model of adequate supervision of the OGE by the Intelligence bodies, taking into account the context of country’s incomplete political transition.<\/p>\n

Mendes de Carvalho (from CASA-CE) considered the fact that Angola maintains military forces in the locality of Beira, Mozambique, under an expired term a “violation”. He said that he does not remember, at any time, having entered the National Assembly a process for the extension of their mandate in that SADC member country.<\/p>\n

The intervention of the CASA-CE parliamentarian had a prompt response from the Minister of State and head of the Military House of the President of the Republic, clarifying that Angola’s deadline for the mission expires on 19 July.<\/p>\n

Francisco Furtado indicated that Angola, in the mission, has only deployed a group of six officers in the command post of air coordination. “Angola does not participate in that country with troops, but in the deployment of forces in SADC to carry out the mission in the Beira region”, he clarified.<\/p>\n

He added that the request by the President of the Republic, Jo\u00e3o Louren\u00e7o, to the National Assembly, for this sovereign institution to approve the country’s participation in the mission resulted from a decision by the security body of the regional organization (SADC), of which Angola is an integral part. .<\/p>\n
