Yesterday, the deputies of the 1st and 4th commissions, also approved the proposal to change the General Labor Law, also of the Presidential initiative, to make the diploma more focused on social justice and human dignity, in addition to the proposal to change the Regime Tax Applicable to the Oil Concession of the Maritime Zone of Cabinda.<\/p>\n<p>MPLA deputy J\u00falia Ornelas indicated that the diploma intends, not only to expand the scope of products that can benefit from the customs regime, but also to include an improvement in the Internal Taxation Regime, namely, reduction of rates referring to Industrial, Property and on the application of capital.<\/p>\n<p>Another diploma appreciated yesterday and submitted for discussion in Thursday&#8217;s plenary has to do with the Proposal for a Law on Legislative Authorization on the Amendment of the Tax Regime Applicable to the Oil Concession of the Maritime Zone of Cabinda (Block 0), with the aim of ensure economic conditions that promote production optimization and ensure the profitability and sustainability of oil operations in the concession area.<\/p>\n<p>Deputy Jo\u00e3o Guerra, from the Fifth Economy and Finance Committee, said that, with the approval of the diploma, the Executive intends to increase oil and gas production in the country.<\/p>\n<p>The President of the Republic, as holder of the Executive Power, requested authorization from the National Assembly to legislate on the aforementioned matters. The first, fourth, fifth and tenth Working Committees of the National Assembly also approved yesterday, in general and unanimously, the Proposal for a Basic Law on Civil Service, and the Joint Report-Opinion, in General, on the Proposal for General Labor Law.<\/p>\n<p>The first diploma aims to bring together, in a single instrument, the fundamental bases of the Civil Service, avoiding the existing legislative dispersion on the matter, as well as clarifying and developing, at the level of formal law, various matters on the civil service, insufficiently addressed by the current diplomas. .<\/p>\n<p>The draft law, consisting of 13 chapters and 129 articles, intends to repeal Law 17\/90, of 20 October, on the principles to be observed by the Public Administration and other legislation that contravenes the provisions of this legal diploma.<\/p>\n<p>The Draft General Labor Law, also a legislative initiative of the President of the Republic, under constitutional and regimental terms, has 11 chapters and 326 articles. The diploma refers to the value of human dignity and provides, in the normative reality, the guarantee of respect and dignity of the contractual parties, in the sense that the process of constitution, validity and extinction of the legal-labor relationship has the human person as its foundation and limit. .<\/p>\n<p>Yesterday, the deputies appreciated, in general, the Draft Law that Amends the Organic Law of the Courts of Appeal.
