Africa-Press – Angola. <\/strong><\/span>The plenary of the National Electoral Commission (CNE) extended to tomorrow, 3 August, the deadline for receiving the accreditation lists of delegates from the list of political parties and coalitions of political parties competing in the General Elections on 24 this month.<\/b><\/p>\n

The information was provided by the CNE spokesman, Lucas Quilundo, at the end of the institution’s extraordinary plenary meeting, during which a request submitted by the Humanist Party of Angola, by candidate Bela Malaquias, was considered, in order to obtain the extension of the period scheduled for July 30, due to alleged difficulties in handling the equipment.<\/p>\n

The extraordinary session, according to the spokesperson, also served to analyze the issue linked to a UNITA file, which he called an “improper hierarchical appeal” with a view to obtaining the annulment of a deliberation of the CNE plenary on a complaint addressed to her and related to that party’s understanding of the results tabulation structure, as well as the quota of observers for the General Elections.<\/p>\n

“In this regard, after a technical-legal assessment and the necessary framework, the plenary decided not to grant the request”, he said.<\/p>\n

Lucas Quilundo informed the press that, considering the established legal deadlines and considering the fairness and legitimacy of the PHA’s request, the CNE agreed to the extension, so that the period for the registration of list delegates in the system provided by the CNE has been extended until Wednesday (tomorrow).<\/p>\n

“The equipment, now in the hands of the operators of political parties and coalitions of political parties to register delegates on the list, must be, without fail, deposited with the Municipal Electoral Commissions until August 3, to allow, from that date, to the Municipal Electoral Commissions to start printing the credentials of the list delegates”, he said.<\/p>\n

He underlined that the Humanist Party was, in fact, the only competing political formation that requested the extension of the term, due to alleged operational difficulties with the equipment, but the decision aims to benefit the other forces that, even without requesting, may eventually encounter with some embarrassment.<\/p>\n

“In order to allow the largest possible number of delegates on the polling stations, the plenary unanimously decided to extend the deadline, which thus ends up benefiting even those competing political formations that did not request the extension of the term”, he explained.<\/p>\n

With the prior date for 30, the CNE reiterates that “until August 3 (tomorrow) all the equipment must be deposited at the Municipal Electoral Commissions, at which point the application will be deactivated, making it impossible for more delegates to be registered for the respective accreditation”.<\/p>\n

Provisional Information<\/b><\/p>\n

The spokesman for the National Electoral Commission told the media yesterday that, although statistics on the number of delegates on the list for accreditation are information in the domain of the political formations themselves, there is information that most of the candidates has already registered a high percentage of delegates.<\/p>\n

Lucas Quilundo advanced this information in response to journalists’ questions about the existence of mechanisms to confirm the fluidity of the process and the possible consequences for formations that fail to reach the desired number of delegates.<\/p>\n

“We do not have the definitive numbers, but, although this is information that depends much more on the political formations themselves, we have as provisional information that there are already political formations that have achieved a very high percentage of registration of their list delegates”, he highlighted.<\/p>\n

He recalled that the law establishes that the CNE has, up to 10 days before the date of the General Elections, to proceed with the total accreditation of these electoral agents and, immediately, communicate to political parties and coalitions of political parties about the total number of delegates of accredited list.<\/p>\n

According to the law, Lucas Quilundo advanced, the list delegates are important electoral agents for the process that are at the service of the candidacies. In any case, it is a voluntary decision of the political parties to place list delegates at the polling stations, because, not being members of the polling stations, they do little to compromise the process.<\/p>\n

“The existence or not of the nomination of list delegates must be attributed only to the candidacies that do not do so and that their absence at the polling stations does not compromise the results of these stations”, he concluded.<\/p>\n
