Africa-Press – Angola. <\/strong><\/span>The solemn closing session of the fifth and final parliamentary year of the IV Legislature of the National Assembly will be held today in Luanda and under the guidance of the President of the National Assembly, Fernando da Piedade Dias dos Santos, who, according to the schedule, will deliver the final speech.<\/b><\/p>\n

The plenary session starts at 12 noon and, after the National Anthem, the Quorum will be announced by the first secretary of the Board of the National Assembly, Raul Augusto Lima, a cultural moment and then the presentation of the summary of the balance of the 5th legislative session of the IV legislature of the Assembly (2021\/22).<\/p>\n

The last parliamentary year of the IV Legislature was marked by the conclusion of the electoral legislative package, which supports the holding of the 24 August elections. Among the diplomas approved during the legislature, the Civil Service Basic Law also stands out, which increased the minimum age for entering the Civil Service to 45, against the previous 35.<\/p>\n

The new law reduced working time to 35 hours per week (previously it was 37), as well as introducing telework and the performance bonus in the Civil Service.<\/p>\n

During the legislature, the amendment to the legislative package for the Media was also approved. This was an update that was necessary, fundamentally in terms of digital television.<\/p>\n

The legislators also approved the Diploma amending the Organic Law of the Courts of Appeal, which came to adapt some rules to improve the organization and functioning of these courts.<\/p>\n

In this Law, subsidies for the remuneration of Judges, namely exclusivity, investigation, study and stimulation, were introduced.<\/p>\n

The National Assembly is a legislative body comprising 220 deputies elected by universal suffrage.<\/p>\n

In this context, 130 deputies are elected by proportional representation in a national constituency, 90 deputies are elected by provincial constituencies, with 5 deputies elected in each province.<\/p>\n

The Legislature comprises five Legislative Sessions or parliamentary years, with each Legislative Session beginning on 15 October and lasting one year, without prejudice to the intervals provided for by law.<\/p>\n

The effective functioning period of the National Assembly is 10 months and ends on 15 August of the following year.<\/p>\n

Outside the period of effective functioning (August 15th to October 15th), the National Assembly may function extraordinarily by deliberation of the Plenary, by convening the Standing Committee or, if this is impossible, and in case of emergency, at the initiative of more than half of deputies in office.<\/p>\n

In that legislature, the 220 deputies come from four political parties, namely MPLA, UNITA, PRS, FNLA and the CASA-CE Coalition, with a representation of 37 percent of women, within the framework of the 2017 elections.<\/p>\n
