But torrential rain, accompanied by strong winds, began to fall. The water level in the Mulola (stream) rose suddenly. The current took everyone by surprise. The bed was floating. The father woke up scared. He went to the kitchen-room. He saw the sacks of cornmeal and rice submerged.<br \/>\n<\/b><br \/>\nPlastic tableware floating on water. In a few minutes, everyone was forced to wake up. There&#8217;s only time to support the children across the table. The adults try with buckets to remove the water that quickly invades the room. The couple struggles to keep the water level below the outlets.<\/p>\n<p>The location of the house, built along the waterline, exacerbates the scenario. The force of the water messes with the structure of the adobe house. The first crack is heard in the cracked wall. The father advises the immediate withdrawal of everyone outside. There is an imminent risk of the house collapsing.<\/p>\n<p>The mother takes two children in her arms and runs away. The father holds the third child also leaves. Go back inside. The woman screams in desperation. &#8220;Oh you, just get out of there. That&#8217;s still going to fall on top of you&#8221;, she screams. The man runs out of there with his briefcase in one hand and his cell phone in the other. These are the few possessions he manages to save.<\/p>\n<p>Family members watch from the outside, in the pouring rain, as the bedroom wall collapses, as they stand on the boulders near the house. As usual, there are more neighbors outside because the houses are flooded.<\/p>\n<p>This is the dramatic account that many families who lived in risk areas passed through the Sofrio, Arco-iris, Lucrecia neighborhoods, on the banks of the Mukufi River, close to the railway line and others on the outskirts of the city of Lubango, province of Hu\u00edla. The situation involved thousands of families who had houses in areas considered at risk, where the water left human and material damages due to disorderly construction.<\/p>\n<p>This reality was faced by many residents in the rainy season. Many were apprehensive, until the start, in March 2010, of the rehousing program for families residing in areas at risk for the urbanization of the famous Tchavola neighborhood, to the north of the city.<\/p>\n<p>The process, which began with the cataloging of families residing a few meters from the Mo\u00e7\u00e2medes Railway line, the slope of the Serra da Chela mountain, in the water lines and banks of the Mukufi River, Kanguinda, triggered many currents in favor of and contrary.<\/p>\n<p>Suzete Helena, a former resident of the Sofrio neighborhood, knows the reality because she has seen the house turn into a pond several times. She lost many possessions because of the rain. The current Tchavola resident gives \u201cthanks to God\u201d that she was transferred unharmed to safe ground.<\/p>\n<p>&#8220;They took us out of danger. It wasn&#8217;t good there. The houses were close together. There were no roads and whenever it rained it was unfortunate. The house was almost at the creek and water came in. Here we are better now compared to where we used to live. We have large land , clean air and more security\u201d, he compares, stressing that \u201cnow it can rain, life goes on peacefully\u201d.<\/p>\n<p><b>A Decade Later<\/b><\/p>\n<p>The Tchavola neighborhood has more than a decade of existence. Built in a period marked by demolitions of houses, the neighborhood still calls for basic social services such as electricity, drinking water, health services, among others. According to the district administrator, M\u00e1rio Cambissa, from the initial 14 thousand inhabitants, the district currently has 30 thousand inhabitants.<\/p>\n<p>Tchavola still maintains dirt roads that limit the lots on each block. Residents stress that even if it rains, they are out of danger because the self-directed construction of houses was carried out in subdivided and urbanized areas.<\/p>\n<p>Each family has 1,000 square meters of land, with space to build a house, annexes and create a small vegetable garden and chickens. When many compare the current reality with that of the old area, they emphasize quality and safety, due to the lack of risk of flooding.<\/p>\n<p>Suzete Helena laughs at the memories. &#8220;We lived on the water and in a small house. But even so, it was difficult to accept the government&#8217;s advice to get out of there. It&#8217;s funny because I don&#8217;t know how we got out of there alive.&#8221; And he exhorts those who still insist on staying in risk zones. &#8220;I call for all people to be removed from there because their lives are at risk,&#8221; she warned.<\/p>\n<p>Neighbor Linda Chilombo, a former resident of the Kanguinda neighborhood, says that she lived along the railway line, against all risks of accident or flooding. She said that Tchavola&#8217;s terrain is vast and secure. She stresses that it can rain \u201cthere is no worry of waking up in the middle of the water, nor risk of children being run over by the train\u201d.<\/p>\n<p>Linda now understands why families should leave areas considered to be at risk. &#8220;No one should live in dangerous places anymore. And we ask the Government to continue to give land or even houses to everyone who is in this situation. The rain cannot end our lives anymore&#8221;, she defended.<\/p>\n<p>The administrator of Tchavola pointed to the lack of social services such as a health center, police station, sports facilities and an administration headquarters as the main concerns of residents.<\/p>\n<p>\u201cToday there is a smile because some of the 15 existing areas already have public lighting. We also have 12 points of underground water collection, although two of which are vandalized and paralyzed. Proximity policing has increased the feeling of security but we need a police station\u201d , he requested.<\/p>\n<p>In Tchavola there are still families drinking water from ponds. During the presence of our reporting team, a group of residents gathered at the community youth center where the neighborhood administration works to protest about the lack of energy and water in their area.<\/p>\n<p>Many denounced the collection of values \u200b\u200bof 90 thousand Kz by the commission of area residents for the installation of energy in public areas. &#8220;We don&#8217;t have water or energy. We are seeing power stations and cables being placed next to our houses. We asked and were told that we have to give 90 thousand Kz. Nyaneka-Humbe National<\/p>\n<p>Other residents are asking for government intervention to bring the public power network and the restoration of a water point that was damaged four years ago.<\/p>\n<p>M\u00e1rio Cambissa guaranteed that the water and energy projects are on the agenda of the State institutions, so he asks for the confidence of the population. The official said that, at the moment, the Tchavola neighborhood has six school institutions from primary to primary education. Still, it needs three more new schools with at least 6 or 12 classrooms, to meet the demand of the student population.<\/p>\n<p><b>Free Self-Employment Training<\/b><\/p>\n<p>The Tchavola neighborhood has been hosting, for about six months, a mobile vocational training centre. The rooms of the National Institute for Vocational Training (INAFOP) are next to the Neighborhood Community Youth Center for professional training of interested young people.<\/p>\n<p>Since the start of the free courses, 213 young people have completed training in pastry and cooking, electricity, IT, civil construction, mercenary and carpentry, auto mechanics and plumbing courses.<\/p>\n<p>The promotion of courses aims to train young people with technical-professional skills for the job market and encourage the creation of self-employment initiatives.<\/p>\n<p>Israel Gabriel is one of the young people trained in the first group in the carpentry course. He and another colleague formed a cooperative to provide furniture repair services to residents of the neighborhood and beyond.<\/p>\n<p>As a result of this initiative, the two recently benefited from two professional kits, distributed in the light of the Action Program for the Promotion of Employability (PAPE). He explained that the workshop, installed at the entrance of the neighbourhood, in the Nduva area, already guarantees income for the growth of the project and the livelihood of the families.<\/p>\n<p>&#8220;It&#8217;s working. We&#8217;ve already got the necessary means, through the support of PAPE. We are repairing all types of upholstery. Customers have already come to us to make armchairs, tables, chairs, beds, benches and other furniture. We already have eight more young people who are learning here. Everything is being possible because of the professional training we receive\u201d, he said.<\/p>\n<p>Francisca Minguena, 28 years old, attends the cooking course. She has a project to create a bakery and pastry maker, to meet the needs of the population.<\/p>\n<p>Adolescent Santos Alexandre, 17, opted for mechanics to improve, with Professor Paz Matroquela, the basic knowledge acquired in his father&#8217;s workshop. Angelino Chivela, 15 years old, likes computers, so he draws from the experience of trainer M\u00e1rio Sequessa in the course &#8220;Informatics from the user&#8217;s perspective&#8221;.<\/p>\n<p>The center&#8217;s coordinator, Domingos Gabriel, informed that the mobile center will continue in Tchavola for two years, the time necessary for the training of more than a thousand young people. Domingos Gabriel explained that the courses are offered free of charge, as part of the strategy to combat unemployment and reduce juvenile delinquency.<\/p>\n<p>Administrator M\u00e1rio Cambissa said that the deployment of the mobile vocational training center in the Tchavola neighborhood is helping to prepare young people for entrepreneurial initiatives and reducing unemployment.
