During the event, which aimed to provide participants with plausible instruments, such as principles and rules, especially regarding the regulation of the exercise of electoral observation in Angola, the participants made contact with the structure and organization of the CNE, to stimulate the spirit of dialogue on the role of the institution and other electoral agents.<\/p>\n<p>National commissioners Jo\u00e3o Dami\u00e3o, Eduardo Magalh\u00e3es and Rafael Aguiar presented the topics on &#8220;The CNE and its local bodies, within the framework of the General Elections; electoral observation in the light of Angolan legislation and the Electoral Code of Conduct&#8221;.<\/p>\n<p>The national commissioner of the CNE Jo\u00e3o Dami\u00e3o, when addressing the issue of &#8220;The CNE and its local bodies within the framework of the General Elections, presented the structuring of this election management body, noting that it is structured at three levels of organization and with presence in the 18 provinces, as well as in the 164 municipalities of the country, in addition to the national headquarters, whose building honors the first United Nations representative to observe elections in Angola, Margareth Anstee.<\/p>\n<p>The jurist also said that at each level the CNE is made up of 17 members, appointed by the political formations with parliamentary seats, in a proportional manner and that the president of the CNE is normally appointed by the Superior Council of the Judiciary, through the curricular competition. The body was once presided over by a judge of the Angolan supreme court and is now presided over by a judge of law.<\/p>\n<p>&#8220;The CNE is an autonomous body, it is not in the direct or indirect administration of the State, and is linked to the principle of legality&#8221;, said the speaker. The law professor also mentioned that the law establishes that the members of the CNE are appointed by political formations based on criteria of suitability and technical competence. &#8220;The common thread of these members, although they have been nominated by the parties, is the law,&#8221; he said.<\/p>\n<p>Jo\u00e3o Dami\u00e3o said that there are political formations that are constantly replacing members in electoral commissions, because they do not obey political guidelines, which violates the law and causes instability in the CNE, which needs to be a body with experienced staff to guarantee stability functional.<\/p>\n<p>&#8220;The electoral processes are organized by members who have electoral experience. The mistake that parties make is to remove members when they no longer obey orders, and it is necessary to give stability to this body&#8221;, he stressed. Jo\u00e3o Dami\u00e3o, as an academic, does not agree that the members of the CNE take office before the National Assembly, but rather before the President of the Republic, as the representative of the entire nation. &#8220;The inauguration before the National Assembly sounds like interference, because the president of the CNE is appointed by the Superior Council of the Judiciary&#8221;, he argued.<\/p>\n<p><b>CNE is an autonomous body<\/b><\/p>\n<p>The national commissioner Jo\u00e3o Dami\u00e3o informed the participants that the CNE is the only body that organizes the elections in Angola, mobilizing the entire logistical component that involves the process. The only time the President of the Republic enters the process, he explained, is when elections are called. Then the Constitutional Court also enters, which receives the candidacies and verifies their legality, and, only at the end, the Constitutional Court re-enters the process to validate the electoral results.<\/p>\n<p>Jo\u00e3o Dami\u00e3o referred that the entire process is directed by the CNE and, at the moment, the logistics to guarantee the holding of the election, on August 24, are already distributed among the 13,212 polling stations, where the 26,443 polling stations are installed, throughout the national territory. This process is also ensured in the five cities where the diaspora elections will take place. &#8220;We already have almost all the logistics distributed to all polling stations&#8221;, he said, noting that the CNE hired a company that was responsible for delivering the election material, both abroad and within the country.<\/p>\n<p>He added that the CNE used all types of means of transport to get the material to the polling stations, from planes, helicopters, boats, canoes, cars, motorcycles, bicycles and even transporting the material personally by polling station agents. .<\/p>\n<p>Jo\u00e3o Dami\u00e3o exhibited several photographs of the distribution of the material abroad, to get the material to the cities where the voting will take place. The national commissioner urged observers to carry out electoral observation work based on Angolan legislation, taking into account that each country has its legal reality.
