With the concern about energy already outdated and, with the conclusion, soon, of the Nóqui-Mbanza Kongo road, the only thing missing is the supply of piped water , because these three elements are fundamental for the development process of a village, hence the struggle of the local administrative authorities to see solved (these problems) to guarantee the development and well-being of the inhabitants”, he added. The aforementioned road, as advanced, is divided into two fronts and in charge of two civil construction companies, whose completion will eliminate the waste of tons of agricultural products and ensure human mobility with ease.

“The road that connects the capital Mbanza Kongo to Nóqui, from Nkoko to here, is more than 165 kilometers, whose project is subdivided into two works, from Nkoko to Mpala is in charge of Tecnovia and Mpala to the headquarters with Engevia , whose works are proceeding normally, despite being slightly delayed, which is normal, because it has to do with payments that are also being considered”, he advanced.

The administrator of Nóqui also considers the section that connects the communes of Mpala and Lufico (Nóqui) with the municipality of Tomboco, over a distance of about 100 kilometers, as one of the problems that he hopes to see resolved, since many constraints has caused to the lives of its inhabitants.

“The road that connects the communes of Mpala and Lufico (Nóqui) with Tomboco constitutes another major problem that needs a solution. from Lufico to Tomboco, many difficulties have been created for the inhabitants of those localities”, he stressed.

Characteristics of the road from the municipality to Mbanza Kongo

The section under construction is 104.60 kilometers long, divided into two works, one between Lucossa and Mpala, with 51.40 kilometres. This part is valued at 32,994,276,104.05 kwanzas and the work is in charge of Tecnovia, while supervision is by Profis. About 200 men are involved in the project.

The second, between Mpala and Nóqui, has a length of 53.20 km and is valued at 33,049,016,277.00 kwanzas. Engevia is the construction company that created 150 jobs on site. Inspection is by Tatop. The global value of the two works includes the construction of three concrete bridges over the Mpozo, Luvo and Lué Pequeno rivers.

The Bridge over the Mpozo River, the largest of the three, will be 240 meters long, eleven in cross-section (width) and 1.5 meters in length. The road will be nine meters wide, divided into two 3.5-meter lanes and one-meter berms on each side.

City Needs Investors

Private investment is, among others, in the first line of factors that provide development for any region.

The municipality of Nóqui, which shares an “imperceptible” border with the region of Matadi, capital of the province of Central Congo (DRC), needs private investors, with a view to exploiting the numerous agricultural and tourist potential that it has.

“Nóqui needs many investors, given its agricultural potential, especially in citrus production, whose outlets find democratic Congolese citizens as major buyers who resell in Matadi and Kinshasa (DRC), a country with which we border a few Another part of the production goes to Mbanza Kongo and Luanda, but the poor condition of the road does not always make it easy, hence the DRC being the main market”, said the administrator.

He referred to the potential of Nóqui in Agriculture, highlighting the cultivation, in large quantities, of manioc, bananas, ginguba and other products that, due to lack of outlets, sometimes spoil in agricultural fields, the damages of which are reflected in the indices of poverty that are seen in different localities of the municipality.

“As for the agricultural production of Nóqui, in fact, we produce more citrus fruit than the municipality of Tomboco, because here the harvest starts in April and ends in early September, hence the expected production of seasonal crops, namely peanuts, Macunde beans, corn, potatoes and vegetables, is 25,996.43 tonnes, while perennial crops, namely citrus, avocados, safú and bananas, are expected to produce 39,458.58 tonnes,” he said.

The administrator of Nóqui regrets the damage that has been accumulated by family farmers, due to the lack of flow of most of the production.

“Many times they end up rotting due to lack of flow, because the roads are in an advanced state of degradation”, lamented Manuel António, who announced the rehabilitation of some bridges and the opening of some roads to allow the flow of products to the city. .

Fishing is another area that many inhabitants of Nóqui have found for their survival. “Our population along the Zaire River lives from fishing. The administration itself acquired some boats and some fishing artifacts that were delivered to the populations, as part of the program to combat poverty”, he said.

Lack of investment means there are few job opportunities

Regarding employability, the municipal administrator of Nóqui regretted the fact that there are not many opportunities for local young people, a situation exacerbated by the lack of private investors to guarantee jobs.

“Here in our municipality, in particular, young people only have opportunities when there are public competitions for education or health, then they find some vacancies. it cannot just be the State to employ, there must also be the private sector to act, through the creation of some companies to employ the youth.

According to Manuel António, despite some solutions that have been found, through government programs, such as the Support and Promotion of Employability (PAPE) and others, which have been helping some young people to undertake, with the receipt of some kits of work.

He regretted, however, the fact that some beneficiaries prefer to sell the kits they receive. “Young people have benefited from some government programs, such as PAPE and others, but what we see is that they run with their lives, they want quick money. All the means they receive, instead of creating some companies or developing entrepreneurship, they prefer to sell them to buy a motorcycle and become motorcycle taxi drivers, which is very serious”, he denounced.

According to Manuel António, today, only one or another young person developed this or that craft, the others sold the kits.

A municipality with strong tourist potential

The municipal administrator of Nóqui, Manuel António, appealed to investors in the tourism sector to take advantage of the tourist potential of Nóqui, with a view to being part of the region’s development process and the well-being of its inhabitants.

“Nóqui is a tourist town by nature. In order for this tourism to be used, there must be investors in this field, because the Government, by itself, will not be able to guarantee investments”, he appealed.

To ensure some conditions that can serve as a decoy, Manuel António said that there is, at the Government level, a project for the construction of the port of Nóqui, so that the catamarans can guarantee the movement of people and goods between the region and the municipality of Soyo. .

“We don’t have other projects in this field. What we have been doing is contacting some businessmen in the field who give some promise that they will come to the municipality to invest, so we await private investment in this field”, he said.

Regarding accommodation, Manuel António regretted the inexistence of hotels and guesthouses to meet the demands of visitors at all levels, a situation he attributes to the poor condition of the road, whose reality has its days numbered, due to the fact that it is benefiting from a carpet asphalt

“In terms of accommodation, we have three guesthouses, the quality of which is not the best, because most of the catering service does not work, which creates another constraint for those who visit the municipality. In fact, many entrepreneurs have appeared so that they can invest in the municipality, but the biggest issue first is the road and the second is water”, he lamented.

The administrator of Nóqui said he believed that if the municipality had a new water supply system, investors in the hotel business would come to the municipality. “We also put this issue of water in the project for next year”, he assured.

Commercial Exchanges

As for trade, the administrator of Nóqui assured that both the inhabitants of that municipality and those of the Democratic Republic of Congo live in an interdependence, whose process is going well.

“The Congolese population needs Angola, as well as ours, they also need the other side. A good part of Nóqui’s agricultural production is exported to Matadi in the DRC where, as we know, there is a shortage of arable land. Regarding the products of the field, it depends more on Angola than other places.

Daily, he said, there has been a lot of demand for these products by the population of the DRC and beyond, such as citrus fruits and others, as well as basic food products, due to the prices practiced in Angolan territory.

Angolans, in terms of trade, preferentially seek clothing, medicines and some alcoholic beverage in the DRC, although the Congolese also like the beer produced in Angola.

In order to better contribute to the development of the municipality, Manuel António appealed to potential entrepreneurs and private investors not to shy away from participating in trade between Angola and the DRC, recalling that Congolese citizens are the ones who go to Nóqui the most.

“I think that, in the field of commercial exchanges, entrepreneurs who want to invest here in the municipality should not be afraid, because they will only win, since there is a lot of demand from the citizens of Democratic Congo”, encouraged the administrator, reaffirming that almost everyone resorts to Nóqui to purchase the basic food basket and products from the countryside.

To bring greater gains to the region, the administration of Nóqui intends to create conditions for circulation to the locality of Nfuansi Kinguvu, where it hopes to place a border market, with a view to encouraging trade between that municipality and the DRC.

“We don’t have a border market, but at the administration level there is an idea: if we can, we will open the road that goes to Nfuansi Kinguvu, about seven kilometers from the headquarters, where we have a spacious land to create the border market that can compete with Luvo’s”, said Manuel António.

With about 5,275 square kilometres, Nóqui is located just a few meters from the border with the Matadi region, capital of the democratic Congolese province of Congo Central. According to the 2014 General Population Census, the municipality has 23,880 inhabitants.

For More News And Analysis About Angola Follow Africa-Press

Africa-Press – Angola.
