Africa-Press – Angola. <\/strong><\/span>The international missions of electoral observers, with emphasis on the SADC and CPLP, stressed, Friday (26), in Luanda, that the pre-election and voting phases of the General Elections of 24 August were peaceful and well organized, allowing voters to express the democratic will.<\/b><\/p>\n

In this perspective, he affirms that the organization of the process offered the essential conditions for the competing political forces to carry out the electoral campaigns in a free and objective way. In his preliminary statement, the head of the CPLP Election Observation Mission, former President of the Republic of Cape Verde, Jorge Carlos Fonseca, welcomed the “peaceful and orderly way in which Angolans exercised their right to vote”, which, in his view, , “contributes to the strengthening of democracy and the consolidation of the rule of law.<\/p>\n

Jorge Carlos Fonseca shared that he interprets this fact as a possibility for the cohesion and international affirmation of the Community of Portuguese-Speaking Countries. He added that the holding of democratic and participatory elections is a fundamental pillar of good governance, stability and economic and social development.<\/p>\n

The head of the CPLP Observation Mission appealed to political actors to respect the will of voters, expressed through the exercise of the right to vote, and to strive for the resolution of electoral disputes, within the applicable legal framework, using existing instruments and mechanisms, clarification of doubts, complaints and denunciations made so that, at the time of publication of the final results, they are consensually accepted.<\/p>\n

Jorge Carlos Fonseca highlighted that the voting process took place in an orderly and organized manner, in a peaceful environment, where the polling station members ensured, with impartiality, compliance with the legally prescribed procedures, as well as the clarification of voters. He highlighted the high participation of young people and women among the members of the polling stations, the correct provision of the security forces.<\/p>\n

The closing of the assemblies was also complied with, as were the counting procedures. However, no complaints were recorded in this regard at the locations observed. There was a high presence of delegates from the lists of competing parties at the polling stations, who followed the voting process, counting, tabulation, inauguration and delivery and posting of the minutes, thus contributing to transparency and credibility of the process.<\/p>\n

In the observations made, the CPLP mission verified that the polling stations were duly identified and accessible to voters, having the material and the necessary conditions for operation. The opening procedures were followed, namely the display of empty urns and the respective sealing. There were slight delays in the opening of some polling stations, resulting in particular from the voting procedure of polling station members and list delegates.<\/p>\n

The CPLP Election Observation Mission comprises a total of 27 observers, including diplomats and technicians appointed by the Member States, representatives of the CPLP parliamentary assembly, appointed by the National Assembly of Cape Verde, Mozambique, the Parliament of Equatorial Guinea, by the Assembly of the Portuguese Republic, of S\u00e3o Tom\u00e9 and Pr\u00edncipe, the National Parliament of East Timor, as well as employees of the CPLP Executive Secretariat.<\/p>\n

Jorge Carlos Fonseca said that the Observation Mission followed the final phase of the electoral campaign and was present in mass political events of three political forces, in Luanda, having promoted meetings with various political parties and candidates for President of the Republic.<\/p>\n

On voting day, the CPLP Electoral Observation Mission deployed to the provinces of Luanda, Bengo, Cuanza-norte and Cuanza-Sul, having observed 452 polling stations belonging to 173 polling stations, corresponding to a universe of 353 thousand, 397 voters, and did not find any impediments to observation activities in those provinces.<\/p>\n

SADC Mission congratulates CNE on innovation<\/b><\/p>\n

The head of the SADC Election Observation Mission (SEOM), Frans Kapofi, congratulated the National Electoral Commission on the “best practices adopted”, a fact highlighted by the optimized use of information technology tools to ensure smooth functioning on election day, as well as such as sending telephone messages to citizens to inform them about polling stations and polling stations.<\/p>\n

For the head of mission, who is also Minister of Defense and Former Combatants of the Republic of Namibia, the innovation allowed for a smooth and efficient voting process. He also praised the attitude of polling station members and list delegates for the interaction that existed between them, a position that, in his view, also contributed to the transparency of the process.<\/p>\n

In this vein, he also congratulated the Angolan Government for its best practices, with a view to ensuring the smooth running of the electoral process, in which he highlighted the equitable funding of political parties and the introduction of voting by eligible Angolan citizens in the diaspora.<\/p>\n

Frans Kapofi noted that the SADC Election Observation Mission (SEOM) continues with the electoral observation process in the post-election phase, in this sense, he continued, the mission will not yet present comprehensive recommendations or qualifications of the election.<\/p>\n

However, he added, the competent actors can improve the management of the electoral process, with emphasis on numbers 5.1.3 of the Principles and Guidelines that govern the holding of democratic elections in SADC, which determines the Organization’s Member States to create Electoral Administration (OAE) impartial, professional, independent, inclusive, competent, responsible and endowed with eminent, non-partisan and efficient personnel.<\/p>\n

Participation of women in politics<\/b><\/p>\n

The SADC Observer Mission highlighted that, although some political parties have put in place policies to promote the equal participation (50\/50) of women in politics, the participation of this fringe in the electoral process is still minimal, compared to the data existing demographics.<\/p>\n

Of the eight heads of party lists, only one candidate is a woman. It called on government and political actors to improve the social, cultural and political environment to allow for the participation and inclusion of women candidates in the political process and representation of elected officials, in line with the SADC Protocol on Gender and Development.<\/p>\n

Professional and exemplary electoral agents<\/b><\/p>\n

In another joint statement by the former Chiefs of Mozambique, Joaquim Chissano, and of Tanzania, Jakaya Mrisho Kikwete, the entities praised the agents of the polling stations and polling stations, as well as the representatives of the competing political parties for the professional manner in which they behaved during polling day.<\/p>\n

“We were particularly touched by the way in which, through a cordial dialogue, they were able to face the challenges, finding consensual solutions accepted by all”.<\/p>\n

He congratulated the National Electoral Commission for the professionalism and efficiency shown during the election, which he considered a prominent feature of this electoral process. After the voting exercise, he stressed, the CNE quickly proceeded with the counting of votes and the dissemination of provisional results. .<\/p>\n

They encourage candidates to look at the results with equanimity. In case of dissatisfaction, he said, competitors must file the appropriate claims through legally established channels. In this vein, he appealed to political leaders and the Angolan people to maintain calm, peace and stability in the country.<\/p>\n

“The Angolan people had the opportunity to freely elect the leaders of their choice, and it is our expectation that any subsequent post-electoral processes respect, defend and reflect the will of the Angolan people, as expressed in the polls”, concludes Joaquim. Chissano.<\/p>\n
