Africa-Press – Angola. <\/strong><\/span>The Electoral Observation Mission of the Angolan Electoral Observatory (MOEOBEA) said yesterday in Luanda that the atmosphere recorded on the 24th, following the General Elections of August 24th, in urban and rural areas, was favorable to the exercise of voting, calling on the CNE and competing political forces to comply with the law.<\/b><\/p>\n

MOEOBEA brought together 61 NGOs and three churches, namely the Catholic Church, the Evangelical Congregational Church in Angola (IECA) and the Evangelical Baptist Church in Angola (IEBA), being technically coordinated by the Angolan Institute of Electoral Systems and Democracy (IASED), Episcopal Commission of Justice and Peace of CEAST, Action for Rural Development and Environment (ADRA) and by the associations PALCA and Project AGIR.<\/p>\n

In total, MOEOBEA operated with 117 observers, accredited by the CNE, distributed across the country’s 164 municipalities, where they observed the electoral process, since August 4th. In these areas, it monitored the counting and dissemination of results and, in this way, continues to observe the current period of complaints and electoral disputes of some political parties, before the CNE and the Constitutional Court, respectively.<\/p>\n

The secretary general of the Justice and Peace Commission of CEAST, Father Celestino Epalanca, referred, in reading the preliminary declaration on the General Elections of 24 August, that the registration of an environment “favorable to the exercise of the right to vote” is, in principle, a sign in the fulfillment of the Organic Law of Elections.<\/p>\n

MOEOBEA appeals to the National Electoral Commission to publish, on its website, more information related to the electoral process. According to the document, the observation mission found that some voters joined the campaign “they voted, but in very small numbers, and in all the assemblies visited, the polling stations had the necessary material available for the exercise of the vote”.<\/p>\n

At the respective polling stations, the statement said, 53 percent of voters were female. The mission also observed the organization of voters in all polling stations visited.<\/p>\n

Regarding the presence of delegates on the list, MOEOBEA found that all the tables visited had at least more than six delegates, with the MPLA and UNITA parties achieving 100 percent representation, said the secretary general of the Justice and Peace from CEAST.<\/p>\n

Among the various situations, the MOEOBEA mission also found complaints from voters regarding the location of polling stations, after receiving the information slip from their polling station and assembly, from the electoral agent.<\/p>\n

Father Celestino Epalanca said that the mission followed the process from the fundamental issues of the General Elections, beginning with the Official Electoral Registration phase, the pre and electoral campaign and the work of the media.<\/p>\n

MOEOBEA based the observation on the principles and foundations of the Democratic State and of Law, enshrined in the Constitution of the Republic, in the rules established by the electoral legislation, as well as in the international instruments of the African Union (AU) and SADC, ratified by the Angolan State.<\/p>\n
