Africa-Press – Angola. <\/strong><\/span>The Executive approved yesterday, during the first ordinary meeting of the Economic Commission of the Council of Ministers, guided by the President of the Republic, Joa\u0303o Lourenc\u0327o, the general bases for the preparation of the National Development Plan (NPD) for the period 2023-2027.<\/b><\/p>\n

According to the final communique\u0301, the PDN, which will be the planning instrument for the next five years, will be aligned with the Government Program for 2020-2027, but with a focus on the development of human capital, the modernization and expansion of infrastructure -structures of the country and in the intensification of the process of diversification of the economy.<\/p>\n

The document highlights that the PDN programs will be designed taking into account the United Nations’ Sustainable Development Goals, thus contributing to the improvement of human asset and economic vulnerability indices, “fundamental for Angola to become a country of Middle Development\u201d.<\/p>\n

Speaking to the press at the end of the meeting, the Secretary of State for Planning stressed that the process of drafting the PDN will prioritize three areas that he considered essential, namely, the development of human capital, with emphasis on Employment, Education, Health, Entrepreneurship and Vocational Training; the modernization and expansion of infrastructure, with a focus on mobility, Energy, Water and Roads; and, finally, the diversification of the economy, with emphasis on Agribusiness, Industry, Commerce and Tourism.<\/p>\n

Milton dos Santos Reis said that the forecasts for the completion of this work of preparing the PDN point to the first quarter of next year: “We believe that, at that time, we may be in a position to approve this important planning instrument”.<\/p>\n

General State Account<\/b><\/p>\n

The Economic Commission of the Council of Ministers also approved, at yesterday’s session, the General State Account for 2021, which shows a total revenue collected of 15.22 billion kwanzas and a total expenditure executed of 14.42 billion of kwanzas, thus resulting in a nominal surplus of 793.99 billion kwanzas.<\/p>\n

General State Budget<\/b><\/p>\n

The Economic Commission of the Council of Ministers also approved, during the first ordinary session, the State Budget Execution Report (OGE) for the 2nd Quarter of 2022.<\/p>\n

This document, clarifies the communique\u0301 of the meeting, presents the data and records on the execution of the OGE, reflected in the budget, financial, equity balances and in the statement of changes in equity.<\/p>\n

On this matter, the Economic Commission of the Council of Ministers approved a report that presents the expenditure limits for the elaboration of the OGE for the next year, which shows the ceilings of sectoral expenses referring to the Organs of the Budget System.<\/p>\n

This document emphasizes that the social sector will continue to have priority in the allocation of resources, and is therefore expected to represent 44 percent of total effective expenditure.<\/p>\n

The objective, according to the statement, is to increasingly strengthen the National Health System and the Education sector, as well as support families through measures that aim to protect income, employment and the construction of necessary infrastructure. to development.<\/p>\n
