Africa-Press – Angola. <\/strong><\/span>The vice-president of the Parliamentary Group of the UNITA party, Mihaela Webba, yesterday defended the lifting of restrictions on visits to Hospital Prisa\u0303o de Sa\u0303o Paulo, which were in force until the 7th of the current month.<\/b><\/p>\n

The restrictions on access to the prison are part of the measures to prevent and combat the Covid-19 pandemic, which, despite having been in force until the 7th of the current month, have not yet been lifted, which is why a UNITA delegation did not have access to space.<\/p>\n

The failure to lift the restrictions, according to a source linked to the prison health establishment, is due to the fact that two cases of infections by Covid-19 were registered, days before the scheduled date for the end of the ban on access to the place.<\/p>\n

Mihaela Webba said she hopes that the situation will be resolved as soon as possible, since “impediment of access to space constitutes a violation of the Rules of Procedure of the National Assembly and the Statute of the Deputy”.<\/p>\n

Augusto Tomas case<\/b><\/p>\n

Mihaela Webba said yesterday that, according to the old Penal Code, the former Minister of Transport, Augusto Toma\u0301s, should be released on parole, having served half his sentence.<\/p>\n

Speaking to the press after meeting with the director of Hospital Prisa\u0303o de Sa\u0303o Paulo, following the refusal of this institution to receive a delegation of UNITA deputies, he said that the situation raises concern, above all, due to the fact that when he was tried and convicted the old Penal Code was still in force.<\/p>\n

“The Constitutional Court was asked for this parole, but what happened was that the judge, instead of applying the law, preferred to make a value judgment, which is wrong, violating the Constitution, the law and the democratic and lawful State.” , highlighted.<\/p>\n

Regarding the refusal of visits by the eight UNITA deputies to the Sa\u0303o Paulo and Viana prisons, Webba said that prison institutions receive orders from the General Directorate of Penitentiary Services and it is understandable for there are still “restrictions” in these spaces.<\/p>\n

“We had no contact with any inmates. We had privileged information about certain inmates. We asked for information about Augusto Toma\u0301s, we asked for information about Luther Campos and Gilson Santos”, he explained to journalists.<\/p>\n

With a capacity to accommodate up to 200 prisoners, Hospital Prisa\u0303o de Sa\u0303o Paulo provides primary care to inmates with health problems.<\/p>\n

Built in the 1960s by the colonial administration, the Sa\u0303o Paulo Jail, where several nationalists were imprisoned, was one of the targets of the anti-colonial action of the 4th of February 1961.<\/p>\n

Reopened in December 2011, by the then vice president of the Republic, Fernando da Piedade Dias dos Santos, after two years of rehabilitation and expansion, as Hospital Prisa\u0303o de Sa\u0303o Paulo, the establishment is located in the urban district of Rangel and receives inmates from all prisons in the country.<\/p>\n

After the works started in 2009, Hospital Prisa\u0303o de Sa\u0303o Paulo has new areas for the Clinical and Nursing departments, emergency rooms, X-ray, operating room, clinical analysis laboratory and pharmacy.<\/p>\n

The services at the unit are provided by 114 health technicians, nine doctors, 10 clinical psychologists, 87 nursing technicians and 15 therapeutic diagnostic technicians.<\/p>\n
