Africa-Press – Angola. <\/strong><\/span>Two business consortia, one made up by CITIC, Sinotrans and CR20 and the other by Trafigura, Mota Engil and Vectoris, saw their respective proposals for the management and maintenance of the railway and logistics infrastructures of the Lobito.<\/b><\/p>\n

The announcement was made at around 8 pm by the chairman of the Evaluation Committee of the international tender with which the Executive is looking for a partner to ensure greater profitability of the railway infrastructure of the Lobito Corridor.
\nThe two business consortia, according to Jos\u00e9 Roberto, submitted the proposals within the deadline set for this purpose and complied with the official formalities established in the tender program, in accordance with the Public Contracts Law, despite “formal irregularities” identified in both case.<\/p>\n

The CITIC, Sinotrans and CR20 consortium, according to the chairman of the Tender Evaluation Committee, presented the proposal in four sealed packages, when, under the terms of article 63 of the Public Contracts Law, it was obliged to do so, at the limit, in two volumes.<\/p>\n

The companies Trafigura, Mota Engil and Vectoris, which make up the other consortium, also according to Jos\u00e9 Roberto, sent the proposal in a wrapper on the face of which they wrote “Public tender n\u00ba 02\/21-Concession of port services and support logistics of the Corridor do Lobito\u201d, when, under the terms of the law, they were only obliged to place a \u201cproposal\u201d and their own name.<\/p>\n

In Jos\u00e9 Roberto’s opinion, these are “formal irregularities”, which, in essence, do not affect the fairness of the competition.<\/p>\n

The Trafigura, Mota Engil and Vectoris consortium understands that its “formal irregularity” is more tolerable than that of the competitor. As soon as it realized that the tender’s Evaluation Committee judged the same “formal irregularities”, as Jos\u00e9 Roberto considered them, made use of the right to complain to request a different treatment.<\/p>\n

After reading the conclusions in which the Evaluation Committee of the tender claims to admit the proposals of the two business consortia, the one made up of Trafigura, Mota Engil and Vectoris, once again asked for the right to claim, which extended the ceremony until close to 9 pm. opening of bids, initially scheduled to end at 4:30 pm.<\/p>\n

After lengthy conversations, the decision of the tender’s Evaluation Committee prevailed: The two proposals are going to be evaluated.<\/p>\n
