Therefore, many projects have become insufficient from a financial point of view.

In this way, he explained, it was necessary to restore the economic and financial balance of these contracts, through guidance from the Holder of the Executive Power, who increased the portfolios of each province by an equivalent value of 25 percent.

“Due to these changes, some provinces increased the estimated budget of some projects and also had the possibility to insert new projects, which is why we now have 2,639”, he clarified.

During the meeting, the constraints faced by many PIIM projects were also analyzed, most of which are linked to the fulfillment of the conditions that precede the execution of the contracts. “At the PIIM level, we use prior rigor and all projects undergo an assessment so that contractual conditions exist, linked to the audit by the Court of Auditors”, he explained.

He also asked civil society to share, with the institution or with municipal administrations, news of any PIIM work that has some constraint or is paralyzed. “We are interested in knowing which projects have defaulted on the part of the contractors and inspectors of the works”, he said.

Based on the information provided, Márcio Daniel said that there are constraints at the level of all provinces, but they have been overcome. “We don’t have any particular constraints in any province, but Cuando Cubango went through a process of reformulating all PIIM portfolios. Only at the moment are we able to start projects”, he said.

The national director of Public Investment, Juciene de Sousa, informed that there are 280 projects completed, of which 228 are public investment and 52 are development support expenditures. “Almost all provinces have made significant progress, with greater emphasis on Huíla, Namibe and Bié, with in several sectors, including Education, Health and Communications”, he said.

Works in Muconda in conclusive phase
The last 11 of the 18 projects of the Integrated Plan for Intervention of Municipalities (PIIM) in Muconda, province of Lunda-Sul, are in the conclusive phase, told Jornal de Angola, the director of the Office of Studies, Planning and Statistics.

Belarmino Sandungo said that the projects include 12 schools with 12 and seven classrooms, an administrative building for public offices, facilities for the Education sector, 24 residences for technicians and the expansion of the public electricity network, with the State invested more than three billion kwanzas.

Also within the scope of the PIIM, he added, the authorities opened, in recent days, in the Fufu district, Muiége commune, a market for informal sales with the capacity to accommodate more than 100 vendors.

Last year, he continued, still in the same district, the communities gained two schools with seven classrooms and health centres, and generators were also installed to supply electricity.

The administrator of the municipality, Maria Segunda, said that the 11 projects only lack finishing touches, to be later delivered to the main beneficiaries, at the municipal headquarters and in the communes of Cassai-Sul, Chiluage and Muiége.

For More News And Analysis About Angola Follow Africa-Press

Africa-Press – Angola.
