Africa-Press – Angola. <\/strong><\/span>The Summit on peace in the DRC and the climate of tension with Rwanda, which takes place today in Luanda, on the initiative of the President of the Republic, Joa\u0303o Lourenc\u0327o, is reputed, by specialists in international relations, as of great importance for the Region of the Great Lakes, because, for the first time, it seeks to bring together the Luanda Roadmap and the Nairobi Mechanism.<\/b><\/p>\n

Political analyst Osvaldo Mboco stresses, by the way, that the great expectation with the holding of the Luanda Summit is that “through this exercise it is possible to create bridges that allow rebuilding trust between the main actors of this conflict”.<\/p>\n

He referred that the lack of trust between Presidents Fe\u0301lix Tshisekedi and Paul Kagame is one of the major obstacles to the pacification of relations between the two countries. “The Luanda Summit could open a new chapter, from the point of view of the negotiations, due to the fact that President Joa\u0303o Lourenc\u0327o managed to bring, once again, the two main actors to the negotiating table, at a time when the climate of tension between the themselves is quite high\u201d.<\/p>\n

For Osvaldo Mboco, one of the expectations is that the round of negotiations will create bridges that can, essentially, promote trust between Paul Kagame and Fe\u0301lix Tshisekedi. He stressed that it is essential to create a permanent consultation dialogue channel between the two States and to adopt the “principle of good faith”.<\/p>\n

To this, he said, is added a kind of establishment of a pact on what is the model of Peace in Luanda and the points that will be added that aim at pacifying the region. “Because if the primary actors do not commit to respecting the model of peace and its implementation, the meetings we are having in Luanda and the mediation of the Angolan State will be of no use”, defended the political analyst. he continued, the pacification of the Great Lakes Region depends on the goodwill of the main actors to comply with the Luanda Roadmap.<\/p>\n

Osvaldo Mboco made a positive assessment of the role that Angola plays in the situation in the DRC. “The role of the Angolan mediation is active and dynamic, which makes it a valid interlocutor”, he stressed, noting that the fact of being a valid interlocutor made Luanda a platform for discussion of this conflict.<\/p>\n

The political analyst said that President Joa\u0303o Lourenc\u0327o realized that it was essential to include, in this summit, other actors such as the former President of Kenya, Uhuru Kenyata, taking into account his action in the East African Community, which has troops in the DRC, in Kivu. He added that the Head of State, Joa\u0303o Lourenc\u0327o, emphasizes the importance of these actors at the Summit, in order to agree on positions, since there are two different agendas, which compete for the same purpose. The agenda that Angola brings, he explained, has to do more with the pacification of the region.<\/p>\n

While the agenda of the East African Community, he stressed, has much more to do with the implementation of peace through arms or war. Regarding this, the analyst considers it essential that positions be agreed between the two communities in order to have greater commitment to the resolution of the conflict in the DRC.<\/p>\n

Osvaldo Mboco recognizes, on the one hand, that there is a very accentuated climate of tension between the parties and, on the other hand, that there is international pressure in relation to the actors. In this regard, he stressed, the primary actors, both Rwanda and the DRC, are committed to facilitating the work of Angolan mediation and other support for the pacification of the region.<\/p>\n

International community<\/b><\/p>\n

Analyst Osvaldo Mboco said that there is a kind of international pressure on political movements in the Great Lakes Region. “It is not in vain that the Secretary General of the United Nations, Anto\u0301nio Guterres, has been calling President Joa\u0303o Lourenc\u0327o to stay informed about developments in the DRC”, he said.<\/p>\n

He added that any of these actors, Congo or Rwanda, who refused to participate in the Luanda Summit, or showed unavailability, would give the International Community a sign of disinterest in resolving the conflict through diplomatic channels.<\/p>\n

Angolan mediation<\/b><\/p>\n

Angolan mediation is important because, first, it has strong legitimacy from the African Union States and, second, it enjoys full acceptance by the States in conflict, said the political analyst. He said that it therefore represents added value, both for our country and for the belligerents themselves. Matias Pires took the opportunity to mention other mediation processes, facilitated by President Joa\u0303o Lourenc\u0327o, such as the end of the dispute between Rwanda and Uganda and the Luanda Agreement signed in 2019, which allowed for the rapprochement of the two countries and the reopening of the cities of “Gatuna Katuna\u201d .<\/p>\n

Regarding the neighboring Democratic Republic of Congo, the analyst pointed to the effectiveness of political processes in which Angola intervened for the stability of this country. “There is irrefutable evidence here about the importance of Angola’s mediation, despite this level of discord, the two countries continue to seek political comfort from their Angolan partner”.<\/p>\n

African brotherhood<\/b><\/p>\n

“We are going to wait for the result that comes out of today’s Summit”, he said, stressing that as these are very complex political processes, patience is needed, “since there are many issues at stake and elements that sometimes escape the eyes of analysts”.<\/p>\n

He referred that, incidentally, the negotiation is expected to take place in an atmosphere of African brotherhood, always aligned with the principle that we must find “African solutions to African problems”. “It is this spirit of brotherhood that we hope will generate a climate of distension that facilitates an Agreement between the parties, which already exists, to make it effective\u201d.<\/p>\n

In any case, he reinforced, it is important to work to address the various concerns at stake, whether the accusation of the DRC that eventually Rwanda finances the M-23, or, still, the accusation of Rwanda that alleges the existence of rebel groups of the FD- RL, composed of Rwandan citizens of Utu descent, refugees in eastern DRC and constituting a security threat.<\/p>\n

Importance of combining mechanisms<\/b><\/p>\n

Analyst and academic Matias Pires said that expectations around the Luanda Summit, as mentioned above, are higher because, for the first time, there is an attempt to bring together the Luanda and Nairobi Routes.<\/p>\n

In this regard, he said, the DRC has valued the two mechanisms, both in Luanda and in Nairobi. President Joa\u0303o Lourenc\u0327o, in his pronouncements, has also not discarded the Nairobi Mechanism. “That’s why I made the invitation to the President of Burundi”, he said.<\/p>\n

Matias Pires referred that throughout this mediation process, which began in May, with the mandate that the African Union conferred on President Joa\u0303o Lourenc\u0327o, in his capacity as acting president of the Great Lakes Region and African Champion for issues of peace and reconciliation, allowed, in such a short time, to initiate contact with the parties and to bring the actors closer together.<\/p>\n

The diligence of President Joa\u0303o Lourenc\u0327o, he said, allowed the exchange of prisoners and the holding of the Joint Bilateral Commission between Rwanda and the DRC in Angola, “something that had not happened for years, because of the levels of discrepancies between the parties”. that there was also a cease-fire signed at this year’s mini-summit, under Angolan mediation.<\/p>\n

The merit of this mini-Summit, he stressed, resides in the fact that the President of Burundi and also of the Community of East African Countries, E\u0301variste Ndayishimiye, as well as the mediator and former President of Kenya, Uhuru Kenyatta, were present at the Summit today.<\/p>\n

Matias Pires stressed that the conditions are met for these two politicians to address, equally, what is the vision of the Nairobi Mechanism, in the sense of converging it with the demand developed within the scope of the Roadmap of Luanda.<\/p>\n

For the analyst, the fact that the President of the Republic, Joa\u0303o Lourenc\u0327o, develops this mediation, through the mandate of the African Union, adds value to the Summit. “Taking into account the level of distrust and discrepancy between the parties, whatever the results achieved, it is a process that requires patience, and we cannot think that with a magic wand the problem can be solved”, he stressed, highlighting the need to continue to comply with a certain timetable, roadmap and various stages, until the final solution of the conflict\u201d.<\/p>\n

The political will of the conflicting parties, he said, is fundamental for the materialization of what has been agreed in this process.<\/p>\n
