Africa-Press – Angola. <\/strong><\/span>Full text of the Final Communique\u0301 of the Mini-Summit of Luanda, held this Wednesday, 23rd, on peace and security in the eastern region of the Democratic Republic of Congo, on the initiative of the President of the Angolan Joa\u0303o Lourenc\u0327o.<\/b><\/p>\n

1. At the invitation of His Excellency Joa\u0303o Manuel Gonc\u0327alves Lourenc\u0327o, President of the Republic of Angola, Champion of the African Union for Peace and Reconciliation in Africa and Mediator appointed to maintain the dialogue between the Democratic Republic of Congo (DRC) and the Republic of Rwanda by the 16th Extraordinary Session of the Assembly of Heads of State and Government of the African Union in Malabo, on 28 May 2022, a Mini-Summit on Peace and Security in the East of the Democratic Republic of Congo (DRC) was held on November 23, 2022, in Luanda, Republic of Angola.<\/p>\n

2. The Mini-Summit was attended by His Excellency E\u0301variste Ndayishimiye, President of the Republic of Burundi and Acting President of the East African Community (EAC), His Excellency Fe\u0301lix-Antoine Tshisekedi Tshilombo, President of the Democratic Republic of Congo, His His Excellency Vincent Biruta, Minister of Foreign Affairs and International Cooperation of the Republic of Rwanda, representing His Excellency Paul Kagame, President of the Republic of Rwanda, and His Excellency Uhuru Muigai Kenyatta, former President of the Republic of Kenya and EAC-appointed Facilitator for the implementation of the Nairobi Process.<\/p>\n

3. Ms. Michelle Ndiaye, Special Representative of the Chairperson of the African Union Commission and Head of the African Union Liaison Bureau in the DRC, Ambassador Joa\u0303o Samuel Caholo, Executive Secretary of the International Conference on the Great Lakes Region (ICRGL) and the Lieutenant General Nassone Joa\u0303o, Commander of the Ad Hoc Verification Mechanism, also participated in the meeting as guests.<\/p>\n

4. The main objective of the Luanda Mini-Summit was to establish a timetable for the implementation of priority actions, with a view to the cessation of hostilities and the immediate withdrawal of M23 from occupied Congolese locations, and the coordination of the Luanda and Nairobi Processes.<\/p>\n

5. The Heads of State welcomed the results of the initiatives taken within the scope of the processes of Luanda and Nairobi, namely, the operationalization of the Ad Hoc Verification Mechanism, on 9 November 2022 and the deployment of troops from the Regional Force to the Provinces of North Kivu and South Kivu in the DRC.<\/p>\n

6. The Heads of State congratulated His Excellency Joa\u0303o Manuel Gonc\u0327alves Lourenc\u0327o, President of the Republic of Angola, Champion of the African Union for Peace and Reconciliation in Africa and Mediator appointed by the African Union Conference, and His Excellency E\u0301variste Ndayishimiye, President of the Republic of Burundi and Acting President of the East African Community (EAC), for their efforts aimed at restoring peace, security and stability to the east of the DRC within the framework of the Luanda and Nairobi processes.<\/p>\n

7. The Heads of State discussed the security situation in the eastern region of the DRC and expressed their concern regarding:<\/p>\n

a) The worsening of insecurity and the persistent military actions of the M23;<\/p>\n

b) The acquisition by M23 of increasingly sophisticated weapons and other means to carry out attacks against the Armed Forces of the Democratic Republic of Congo (FARDC) and;<\/p>\n

c) The persistence of negative forces and terrorists in the eastern region of the DRC, which constitutes a threat to peace, security and stability in the sub-region.<\/p>\n

8. The Mini-Summit decided as follows:<\/p>\n

a) Cessation of hostilities in general, and in particular of M23 attacks against FARDC and MONUSCO from Friday, November 25, 2022 at 18:00 (D-Day);<\/p>\n

b) Full compliance with the requirements of the Communique\u0301s of the Conclaves of the Heads of State of the CAO of April 21st and June 20th, 2022 (Nairobi Process), of the Luanda Roadmap of July 6th, 2022 (Luanda Process) and of the conclusions the Extraordinary Meeting of Chiefs of Staff of the CAO Armed Forces (Bujumbura, 8 November 2022);<\/p>\n

c) Continuation of the full deployment of the Regional Force;<\/p>\n

d) Intervention by the Regional Force against the M23, in accordance with the decisions of the Nairobi Process and the conclusions of the Extraordinary Meeting of Chiefs of Staff of the Armed Forces of the CAO, held in Bujumbura, on 8 November 2022, in case of denial by the M23 to cease hostilities and withdraw from the occupied territories;<\/p>\n

e) Withdrawal of the M23 from the occupied zones and their return to their initial positions, in accordance with the conclusions of the Extraordinary Meeting of the Chiefs of Staff of the Armed Forces of the CAO, of 8 November 2022, held in Bujumbura, Republic of Burundi , under the control of the Regional Force and the Ad-Hoc Verification Mechanism, in collaboration with MONUSCO (D+2 Day), namely:<\/p>\n

\u201cInitially, Kenya will position its contingents in Goma and then in Bunagana, Rutshuru and Kiwanja during the disengagement and withdrawal of the M23 to their initial positions of Sabinyo on the DRC side to no longer cross the line of the villages of Bigega, Bugusa , Nyanbikona, Mbuzi, Rutsiro and Nkokwe.<\/p>\n

If the M23 refuses to disengage and release all the territories they currently occupy, the CAO Heads of State will instruct the Regional Force to use force to induce it to surrender\u00bb;<\/p>\n

f) Creation of conditions for the occupation of areas currently controlled by the M23, by the Regional Force, with the support of the Ad-Hoc Verification Mechanism (D+2 Day);<\/p>\n

g) Cessation of all political-military support to the M23 and all other local and foreign armed groups operating in Eastern DRC and the Region (D-Day);<\/p>\n

h) The FDLR-FOCA, RED-TABARA, ADF and other armed groups operating in Congolese territory will immediately lay down their arms and begin their unconditional repatriation in accordance with the Nairobi Process, with the support of MONUSCO, the Ad- Hoc and the Regional Force (D+5 Day);<\/p>\n

i) Disarmament and cantonment of the M23 in Congolese territory under the control of the FARDC, the Regional Force and the Ad-Hoc Verification Mechanism, with the collaboration of MONUSCO (D-Day +5);<\/p>\n

j) Return of internally displaced persons to their areas of origin (D+7 Day);<\/p>\n

k) Resumption and continuation of political consultations between the Government of the DRC and local armed groups (Day D+10);<\/p>\n

l) Resumption of bilateral dialogue between the DRC and Rwanda with a view to normalizing diplomatic relations and relaunching cooperation (D-Day+60);<\/p>\n

m) Commitment of the parties to the implementation of the Luanda Roadmap and the agreements reached in the Nairobi process and in the meeting of the Chiefs of General Staff of the CAO Armed Forces;<\/p>\n

n) Consideration and resolution of the issue of the return of all refugees to their countries of origin, as referred to in the Luanda Roadmap (D-Day+15);<\/p>\n

o) Need for permanent coordination at all levels between the Luanda and Nairobi Processes;<\/p>\n

9. The Heads of State requested that the FARDC, the Regional Force and the Chiefs of the General Staff of the Armed Forces of the CAO (Regional Force), in collaboration with MONUSCO, study all questions related to the disarmament and cantonment of elements of the M23 and make proposals to them at their next Mini-Summit;<\/p>\n

10. The Heads of State recommended accelerating the implementation of the Disarmament, Demobilization, Community Reintegration and Stabilization Program (PDDR-CS) underway in the DRC, expressed their deep concern over the conditions in which hundreds of thousands of displaced people live in the war-affected areas in North Kivu province and launched an appeal to the International Community to provide humanitarian assistance to these populations.<\/p>\n

11. The Heads of State agreed to meet again shortly in Bujumbura to assess the implementation of the conclusions of the resolutions and recommendations of the Luanda Mini-Summit.<\/p>\n

12. Finally, the Heads of State thanked His Excellency Joa\u0303o Manuel Gonc\u0327alves Lourenc\u0327o, President of the Republic of Angola, Champion of the African Union for Peace and Reconciliation in Africa and Mediator appointed by the African Union Conference, for the fraternal welcome and hospitality that he offered them, as well as for their active engagement in resolving the security crisis in eastern DRC.<\/p>\n
