Africa-Press – Angola. <\/strong><\/span>The Ministry of Education (MED) signed this Monday, in Luanda, a memorandum of understanding with the Federation of the Union of Education, Culture, Sport and Social Communication Workers of Angola (FSTECDCSA), for the annulment of the strike proposed for 5 of December of this year.<\/b><\/p>\n

The proposal presented by the federation has demands such as the reduction of the Tax on Income from Work (IRT), from 27 to 17 percent, the improvement of working conditions, the career promotion of staff, isolation subsidies for teachers in remote areas and the construction of a project of houses for the teachers.<\/p>\n

The federation’s president, Adriano dos Santos, said that the organization has been fighting for these demands since August 2021, having even submitted a claim booklet to the MED and entered into a negotiation process. “We intended to decree the strike on the 5th of December, as there was no consensus on some fractured points”, he highlighted.<\/p>\n

After the strike was announced, he clarified, the ministry called them to a meeting, in order to reach an agreement, which ended, yesterday, with the signing of the memorandum of understanding and the suspension of the strike.<\/p>\n

Adriano dos Santos added that they reached consensus on several points, to be submitted to the President of the Republic for consideration. From now on, he said, they will monitor the clauses and if they are not complied with, within a period of three months, the council will meet and resume the strike. “The deadline we stipulated starts in January of next year and ends in the first quarter of 2023”, he said.<\/p>\n

The Minister of Education, Lui\u0301sa Grilo, said that the meeting served to review the entire Statement of Claims and negotiate the possibility of making some aspects more flexible that seemed non-negotiable.<\/p>\n

For the minister, one of the points that deserves study is the issue of the IRT, as it is a cross-cutting issue and includes other sectors. Another aspect, she added, is the remuneration supplement for teachers who work in remote areas and the career promotion process, based on acquired qualifications and length of service.<\/p>\n

Regarding the National Union of Teachers (SINPROF), the minister said that at another time she would meet with the association, in order to reach a consensus and end the strike in Education.<\/p>\n

The national director of Work Income Conditions, of the Ministry of Public Administration, Work and Social Security (MAPTSS), Anto\u0301nio Estote, who attended the act, also considers the issue of reducing the IRT as something transversal, which should deserve an evaluation. .<\/p>\n

“It was agreed to reassess and see what impact it will have on public finances,” he said.<\/p>\n
