Africa-Press – Angola. <\/strong><\/span>The President of the Republic, Joa\u0303o Lourenc\u0327o, Friday, in Luanda, encouraged the States of the Community of Portuguese Speaking Countries (CPLP) to continue with judicial and legal cooperation in matters related to the environment.<\/b><\/p>\n

The information was given to the press yesterday by the Attorney General of the Republic of Cape Verde, Lui\u0301s Tavares Landim, at the end of the audience, granted by President Joa\u0303o Lourenc\u0327o, to the group of CPLP magistrates who participated in the 19th Meeting of the Organization’s Attorneys, which ended the works, in one of the hotels in Luanda, under the motto “Role of the Public Prosecutor’s Office in environmental protection”.<\/p>\n

Speaking to journalists, at the end of the thirty-minute meeting, the attorney general of the Republic of Cape Verde, on behalf of his colleagues from Angola, Portugal, Brazil, Sa\u0303o Tome\u0301 and Pri\u0301ncipe, Mozambique and Guinea-Bissau, recalled that between Community States already have judicial cooperation based on international and regional conventions, bilateral agreements and protocols.<\/p>\n

He stressed, however, the need to promote more meetings between Portuguese-speaking magistrates, as a way to further streamline and encourage cooperation in the most diverse areas.<\/p>\n

Lui\u0301s Landim defended the strengthening of cooperation between Member States.<\/p>\n

“Organized transnational crime is increasingly complex. Therefore, we have to equip ourselves with our own tools to face the phenomenon”, recommended the magistrate, for whom “nowadays no prosecutor can investigate a transnational organized crime alone”.<\/p>\n

Considering the topic of the 19th Meeting of the General Prosecutors of the Republic of the CPLP, held in the Angolan capital, to be relevant, he stressed that the magistrates must have “decisive interventions” in the protection of fauna and flora.<\/p>\n

“The environment has to be protected in favor of future generations. And we have the task of preparing their future”, declared the magistrate, indicating that the group conveyed to President Joa\u0303o Lourenc\u0327o the objectives and conclusions arising from the meeting of magistrates, that converged on the need to combat practices that harm the environment.<\/p>\n

He underlined that experiences in relation to environmental crimes vary from country to country, indicating that Portugal and Brazil in environmental matters are more advanced in relation to the others.<\/p>\n

“We have countries still taking the first steps in this matter”, informed the magistrate, who promised a more effective fight against the phenomenon in the near future.<\/p>\n

Attending the meeting were the attorneys general of the Republic of Angola, He\u0301lder Pitta Groz, East Timor, Afonso Lopez, Mozambique, Beatriz Buchili Seuane, Cape Verde, Lui\u0301s Jose\u0301 Tavares Landim, and Portugal, Carlos Ade\u0301rito Teixeira.<\/p>\n

Also present were the attorneys from Brazil, Eliana Pe\u0301rez Torelly de Carvalho, from Guinea-Bissau, Jose\u0301 Biague Bado\u0301, and from Sa\u0303o Tome\u0301 and Pri\u0301ncipe, Roberto Pedro Raposo.<\/p>\n

Parallel to the meeting, an International Conference took place on the theme “The Role of the Public Prosecutor’s Office in Environmental Protection”, in which representatives of the CPLP Public Prosecutor’s Offices participated.<\/p>\n

Topics related to the state of formal and informal cooperation between the CPLP Offices \u2013 balance, challenges and perspectives of the Cooperation Networks were at the center of the discussions.<\/p>\n

Recommended implementation of strategies<\/b><\/p>\n

The implementation of environmental education strategies, aimed at raising the environmental awareness of citizens and public and private institutions, was one of the recommendations issued yesterday, in Luanda, at the XIX Meeting of Attorneys General of the Community of Portuguese Speaking Countries (CPLP) .<\/p>\n

The two-day meeting also recommended the creation and preservation of protected areas equipped with the necessary inspection and cataloging structures for the habitat of the species, thus guaranteeing respect for the rights of the local communities that live there, promoting sustainable development.<\/p>\n

Encouraging civil society to identify environmental violations, complaints and production of preliminary evidence, protect whistleblowers, as well as promote international cooperation with a view to sharing information that allows the identification and accountability of the entire chain of public entities or Private companies that have contributed or benefited from interventions in the environment are also included in the recommendations.<\/p>\n

The Public Ministry of Guinea-Bissau was responsible for holding the XX Meeting of Attorneys General of the Republic, in March 2023, if there is unavailability, Brazil is the other country to take on this task.<\/p>\n

The conference consisted of three panels, with emphasis on “Illicit human activity as a factor in the degradation of parks, sanctuaries and natural reserves”, “The sustainable use of the oceans for the conservation of marine biodiversity”, as well as “The impact of exploitation of hydrocarbons and other minerals, and the consequent liability for environmental damage\u201d.<\/p>\n

At the meeting, the cooperation protocol between the Attorney Generals of the Republics of Angola and Cape Verde was signed.<\/p>\n
