{"id":22216,"date":"2022-12-09T06:51:31","date_gmt":"2022-12-09T06:51:31","guid":{"rendered":"https:\/\/www.africa-press.net\/angola\/all-news\/youth-must-be-placed-at-the-center-of-road-safety-policies"},"modified":"2022-12-09T06:51:31","modified_gmt":"2022-12-09T06:51:31","slug":"youth-must-be-placed-at-the-center-of-road-safety-policies","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/angola\/all-news\/youth-must-be-placed-at-the-center-of-road-safety-policies","title":{"rendered":"Youth must be placed at the center of road safety policies"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; Angola. <\/strong><\/span><b>Youth must be placed at the center of the creation of policies on road safety, the impact of road accidents, said the Secretary General of the Organization of African, Caribbean and Pacific States (OEACP), Georges Chikoti.<\/b><\/p>\n<p>Speaking at the Youth Forum, held on the sidelines of the 10th Summit of Heads of State and Government of the OEACP, in the panel on the Economic and Social Impact of Road Accidents, The Role of Young People, Georges Chikoti said &#8220;that one should not exclude the involvement of young people in the road safety process and its respective solutions\u201d.<\/p>\n<p>According to the Secretary General of the OEACP, the direct and meaningful involvement of young people in the elaboration of policies linked to road safety can reverse the devastating impact of accidents.<\/p>\n<p>George Rebelo Chikoti referred that OEACP members must create conditions to empower youth, so that they are part of the solution, not the problem. &#8220;Young people are at risk and suffer the consequences of the lack of adequate regulations applied to road safety&#8221;, he underlined.<\/p>\n<p>OEACP members, stressed George Chikoti, have to encourage global support for this fringe of society in order to deal with the problems. He referred that studies show that road safety problems tend to be more acute in developing countries, such as those of the OEACP, given their economic vulnerabilities.<\/p>\n<p>Despite the financial and technical limitations, he stressed, the OEACP is committed to defending road safety in all Member States, along with public health, environmental, economic and social challenges.<\/p>\n<p>George Rebelo Chikoti appealed to young people for a positive change in behavior when using roads, both inside and outside localities, emphasizing the need for Governments to take rigorous political decisions.<\/p>\n<p>Accidents and collisions between vehicles, he said, affect public health and in many cases lead to the premature death of young people, causing gaps in the social and economic structure. Therefore, he continued, we urgently need to mobilize global efforts and political will in order to reduce the high number of deaths on the roads.<\/p>\n<p><b>Ministry of the Interior<\/b><\/p>\n<p>The Minister of the Interior, Euge\u0301nio Laborinho, informed that a road safety strategy, approved by the Executive in 2018, is being implemented to counteract the main causes of accidents in the country.<\/p>\n<p>The information, provided at the Youth Forum, shows that the strategy focuses on the education and awareness of pedestrians. The approved document, according to the Minister of the Interior, enshrines concrete actions, mainly those that are limited to the causes in which the diagnosis of the police authorities identified as the main ones, namely pedestrians being run over, collisions between vehicles and fixed objects, rollovers, skidding, among others. .<\/p>\n<p>Likewise, the strategy recommends that the competent authorities pay attention to preventive safety elements, such as signage, lighting, quality of the asphalt mat or even palliative safety, such as separators, central or lateral, fixed barriers and others that enter into action to prevent accidents or reduce the current situation.<\/p>\n<p>Minister Euge\u0301nio Laborinho said that the occasional review of the Highway Code and respective regulations, the criminalization of driving motorcycles without a legal license and the improvement of the human, technical and technological capabilities of the Traffic Police, are part of the new strategy.<\/p>\n<p>The Angolan government, he stressed, is making investments to improve infrastructure, ensuring greater security. This, he said, will help to prevent death and the destruction of property, underlining that road accidents are now one of the main public health and safety problems, with a very worrying economic and social impact.<\/p>\n<p>According to the Minister of the Interior, a change in habits and a change in young people&#8217;s mentality can significantly and effectively contribute to reducing road accidents, which claim thousands of lives in the 18 to 47 age group, 60 percent of which male and 40 female.<\/p>\n<p>Euge\u0301nio Laborinho appealed to society to participate in the process of raising awareness about the consequences of road accidents, through counseling campaigns within the family, communities, workplace, schools, churches, bus stops and other places of concentration of people.<\/p>\n<p>The Minister of the Interior referred that the reduction of the mortality rate resulting from road accidents that occur throughout the territory, is one of the objectives of the Executive, in line with the harmonization of the National Traffic System based on the recommendations of the World Health Organization ( WHO) and the Southern African Development Community (SADC).<\/p>\n<p><b>Minister of Youth bets on education<\/b><\/p>\n<p>The Minister of Youth and Sports, Palmira Barbosa, appealed to young people to transform roads into development paths. She referred that one of the definitions that the Economy reserves for youth is to be &#8220;active&#8221;.<\/p>\n<p>The ongoing forum aims to encourage the participation of young people in education to minimize the social and economic damage caused by road accidents.<\/p>\n<p>The Minister of Transport, Ricardo D&#8217;Abreu, said that recent studies by the World Bank point to the direct impact of road accidents on Gross Domestic Product and Per capita, at country level. For low- and middle-income countries, he stressed, the impact on family income could reach 30 percent, a value that from an individual point of view reaches up to 10 percent of the same income.<\/p>\n<p>The Minister of Transport said that the National Road Safety and Prevention Strategy for the 2019-2022 period represented a fundamental step towards establishing concrete actions to mitigate accidents.<\/p>\n<p>&#8220;We are aware that it is not an easy task to end accidents.
