Africa-Press – Angola. <\/strong><\/span>The Organization of African, Caribbean and Pacific States reaffirmed, Friday, in Luanda, the collective commitment to ensure continuous access to traditional markets and to explore new opportunities for the private sector.<\/b><\/p>\n

According to the Declaration of Luanda, released at the end of the Summit, the commitment aims to strengthen trade relations and stimulate job creation, growth and investment between the States of the organization.<\/p>\n

The OEACP, which will now be led by the Angolan President, Joa\u0303o Lourenc\u0327o, for the next three years, is committed to establishing alliances with traditional and strategic partners, with a view to a coordinated approach in multilateral trade negotiations on market access .<\/p>\n

He valued cooperation in training and the development of norms aimed at improving the productive capacity of small and medium-sized enterprises (SMEs) in the organization’s countries.<\/p>\n

He asked the European Union (EU) to provide measures in the form of technical and financial support to producers, exporters and national authorities of the OEACP countries, in order to fulfill the new market access requirements.<\/p>\n

In the document, the OEACP urges the World Trade Organization (WTO) to ensure equal treatment of all members, with a view to leveling the playing field for Small Island Developing States (SIDS) and landlocked countries.<\/p>\n

According to the Declaration, OEACP States undertake to work with international partners to promote regional economic integration through the “application of accumulation” of rules of origin.<\/p>\n

They reaffirm the importance of effective enforcement of intellectual property rights in combination with traditional knowledge, culture and folklore as a means of generating wealth.<\/p>\n

Climate change, Covid-19 and war in Ukraine<\/b><\/p>\n

Faced with the crises caused by Covid-19, climate change and the war in Ukraine, Member States committed themselves to the pursuit of inclusive, ecological and sustainable economic recovery, creating jobs, based on of micro, small and medium-sized enterprises.<\/p>\n

The aim is to achieve resilient economic growth in a peaceful and secure environment.<\/p>\n

They promise, in the document, to adopt sustainable systems of access to food and energy supply, to face the environmental challenges.<\/p>\n

Member States urge development partners to support economic transformation, facilitate investment and fulfill their obligations.<\/p>\n

These are obligations relating to climate finance, as well as calls for access to technology and knowledge sharing, for a speedy economic recovery.<\/p>\n

In the document issued from the Luanda meeting, the OEACP countries expressed their interest in deepening and strengthening economic, political, social and cultural relations among themselves.<\/p>\n

They chose trade, science and technology, industry, transport, communications and education as areas for the aforementioned strengthening of relations.<\/p>\n

They also include the areas of training, research, information, communication, the environment, demography and human resources.<\/p>\n

Participants called on international partners to take policy action with a view to reducing the hardships of people affected by the current global crises, as well as mitigating the impact of rising oil and food prices.<\/p>\n

The appeal by Organization of African, Caribbean and Pacific States countries is also aimed at accelerating debt relief and equitable distribution of Covid-19 vaccines.<\/p>\n

They expressed their readiness to cooperate to reduce the risk of disasters and called on developed countries to make available the US$100 billion and to double the funding for adaptation by 2025.<\/p>\n

They consider it urgent to carry out reforms in the global financial system, for simplified access to subsidized financing that provides subsidies to OASPC members, taking into account their vulnerabilities.<\/p>\n

Conference on Biological Diversity<\/b><\/p>\n

The OEACP welcomed the holding of the second part of the 15th Conference of the Parties to the Convention on Biological Diversity, which aims to adopt a new global framework for the management of nature by 2030. The organization defended the recovery of degraded ecosystems and the adoption of a post-2020 global framework to halt the loss of biodiversity and promote sustainable use for the benefit of people and the planet.<\/p>\n

The Luanda Declaration indicates that the participants agreed to promote national food systems that facilitate the sustainable and locally oriented production of food to help small producers (farmers and fishermen).<\/p>\n

The Summit supported UN General Assembly resolution 74\/299 on improving road safety and reducing road fatalities by at least 50% by 2030, as well as the implementation of policies that ensure safe, accessible and sustainable mobility to the youth education.<\/p>\n

The organization regretted that the European Union’s unilateral approach, through listing policy, to combating tax evasion, money laundering and terrorist financing, poses problems that need to be addressed in a spirit of partnership.<\/p>\n

Exchanges with strategic partners<\/b><\/p>\n

The OEACP countries, a total of 79, considered it essential to create a platform for regular exchanges with strategic partners, through South-South and North-South cooperation, with a focus on achieving the development agenda.<\/p>\n

The Luanda summit welcomed the creation of the OEACP Platform for Diaspora Engagement, encouraged collaboration with multilateral organisations, the EU, national and regional platforms.<\/p>\n

According to the Declaration, the participants reiterated their commitment to the historic and strategic partnership with the EU and suggested the provisional application of the new ACP-EU agreement, before the expiry of the transitional measures of the Cotonou Partnership Agreement (Benin).<\/p>\n

They ask the EU to provide accompanying measures, in the form of technical and financial support, to producers, exporters and national authorities of OEACP countries, in order to allow better access to markets.<\/p>\n

Equal treatment of States<\/b><\/p>\n

OEACP urged the World Labor Organization (WTO) to ensure equal treatment of States, with a view to leveling the playing field for small island developing States (SIDS).<\/p>\n

With this, they hope that the WTO will also establish a system that will allow them to benefit from a share of trade growth proportional to their economic development needs.<\/p>\n

Participants expressed satisfaction with the OEACP\/EU framework program developed to empower value chain actors, facilitating access to finance and capacity building.<\/p>\n

According to the Luanda Declaration, the 11th Summit should take place on a date to be decided by the OEACP Council of Ministers, in consultation with the President of the 10th Summit and the authorities of the future host country.<\/p>\n
